**JOB DESCRIPTION**
**DISTINGUISHING FEATURES OF THE** **CLASS:**
Serves as an associate in support of human resources and legal affairs performing high-level work of a confidential and analytical nature on behalf of department head(s). The work is performed under the general supervision of the SES in charge of legal affairs and human resources areas of the College with approximately two-thirds of the work dedicated to legal affairs responsibilities and one-third of the work dedicated to human resources (“HR’) responsibilities. The work requires exercise of independent judgment regarding legal, human resources and labor matters; departmental policies and practices; and the transcription and preparation of confidential matters.
**TYPICAL WORK** **ACTIVITIES:**
+ Reviews and proofreads legal/HR documents and assists with drafting college contracts, agreements, etc.; acts as a liaison between the College and the Erie County Attorney's office for documents sent and received;
+ Trains and/or supervises other staff;
+ Independently gathers documentation from college departments in preparation for the processing of contracts, litigation and other matters, legal/HR related or otherwise as assigned by the President and/or the President’s designee;
+ Receives service of process for the College and transmits pleadings to appropriate parties;
+ Assists in maintaining the calendar of deadlines and due dates for all legal and other matters designated by President and/or the President’s designee;
+ Reviews certificates of insurance for adequacy of coverage, discusses inadequacies and requirements with internal departments, outside vendors and insurance agents to obtain proper coverage; Maintains insurance certificate database as well as retention of original insurance certificates;
+ Maintains and logs contracts and agreements approved by the Board of Trustees to the final issuance of document numbers and maintains hyperlinked database of the same;
+ Issues document numbers and maintains hard and electronic copies of all ECC documents including but not limited to contracts, agreements, MOUs MOA's Settlement Agreements, Affiliation Agreements, etc., ensuring the Erie County Attorney has copies of all documents issued an ECC document number; maintains an electronic case management of all documents;
+ Reviews outside counsel fees and processes the same for payment;
+ Independently prepares routine correspondence associated with litigation and internal discipline matters;
+ Prepares and maintains a matrix of litigation and outcomes for the Board of Trustees and drafts updates on litigation for insurance carriers;
+ Prepares and maintains matrices on grievances, arbitration, PERBS, and other labor related issues;
+ Processes requisitions for the Legal Affairs department and assists in the compilation of budget information;
+ Handles correspondence from brief oral or written notes at the direction of the President and/or the President’s designee;
+ Maintains Legal Affairs files and filing system as well as files and filing system of other departments as needed including opening new files and the routine closing of files of electronic and hard copy files; Maintains electronic and hard copy database of MOU's, MOA's decisions, court rulings, etc. with regard to each of the four collective bargaining units within the College;
+ Assists with routine office duties including but not limited to answering phone calls, greeting visitors, responding to general inquiries from internal and external requestors, and other general office duties required throughout the day;
+ Assisting with scheduling of appointments, meetings and events for the President and/or the President’s designee;
+ Assisting with projects or events including preparation of PowerPoints, spreadsheets, mailing lists, merged mails, invitations and other assistance for planned events;
+ Preparing general correspondence on behalf of the President and/or the President’s designee;
+ Performs other related legal or human resources duties as may be required by the President and/or the President’s designee.
**KNOWLEDGE. SKILLS.** **ABILITIES:**
+ Thorough and comprehensive knowledge of the principles, practices, and techniques of of working in a legal setting;
+ A high degree of skill in both oral and written communication; ability to interact effectively with a broad spectrum of people;
+ Good knowledge of personnel policies, collective bargaining agreements, applicable Federal and State labor and employment laws, and the New York State Civil Service Law;
+ Ability to exercise independent judgment to solve problems, set priorities, and recommend solutions with minimal direction or guidance;
+ Ability to carry out complex oral and written directions, ability to develop and utilize technology to automate functions;
+ Ability to prepare correspondence dealing with human resources and legal processes;
+ Ability to train and supervise subordinate personnel;
+ Ability to prepare written and oral presentations;
+ Ability to manage multiple tasks and work well under pressure with varying time constraints and excellent organizational skills;
+ Ability to work well under pressure and handle multiple tasks with limited supervision; accuracy; resourcefulness; initiative;
+ Ability to handle sensitive and confidential matters with tact and good judgment;
+ Ability to understand and follow complex oral and written instructions with a high degree of accuracy;
+ Physically capable of performing the essential functions of the position with or without reasonable accommodation.
**MINIMUM** **QUALIFICATIONS** **:**
Bachelor’s degree at a regionally accredited or New York State registered college or university and three
(3) years of office experience, including two (2) years of senior-level clerical or administrative experience in legal office or government agency;
**Or**
Completion of 60 semester credit hours at a regionally accredited or New York State registered college or university and five (5) years of office experience, including four (4) years of senior-level clerical or administrative experience in legal office or government agency;
**Or**
Graduation from high school or possession of a high school equivalency diploma and seven (7) years
of office experience, including six (6) years of senior-level clerical or administrative experience in legal office or government agency.
**SPECIAL** **REQUIREMENTS:**
**Official** **transcripts** **will** **be** **required** **for** **successful** **candidates** **within** **30** **days** **of** **hire.**
**Salary rage will be $68,000 - $69,900.**
