Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for an Associate for our Democracy, Rights, and Governance (DRG) team specializing in Public Financial Management (PFM).
Position Description: The Associate role is an exciting mid-career position for technical experts and professionals on international development themes related to democracy, rights and governance. The DRG Sector at Tetra Tech develops innovative solutions to the most complex challenges of our time, including fighting corruption, protecting human rights, promoting citizen engagement, and improving government accountability and inclusivity. The DRG Sector implements global and country-specific projects in Asia, Latin America, Africa, the Middle East and Eastern Europe. Associates support new business and project implementation efforts and provide technical assistance across the DRG sector’s portfolio of projects. Associates are assigned to proposal and project teams in various roles such as Proposal Manager, Lead Technical Writer, Project Manager, Deputy Project Manager, among others.
The Associate II, Public Financial Management (PFM) is a member of the Democracy, Rights and Governance technical and operations staff, working to develop current and new business efforts for the sector and collaborating with other Tetra Tech sectors. The Associate, PFM will work under the Economic Governance Practice Area within the DRG Sector and will help increase Tetra Tech’s competitiveness in the PFM field through provision of technical leadership to projects and new business efforts and promotion of Tetra Tech’s tenants of gender equity and social inclusion. The Associate, PFM will strengthen Tetra Tech’s technical delivery within various areas of Public Financial Management (PFM), including regulatory frameworks, Business Enabling Environment (BEE), Foreign Direct Investment (FDI), value chains, land use planning, and public finance in the context of accountability and anticorruption. The Associate, PFM will also contribute technical assistance to projects promoting greater transparency within national, regional, and local governments, non-governmental organizations, and the private sector.
The position can be fully remote from a US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.
Responsibilities
* Provide leadership, innovation, and technical excellence in PFM service areas.
* Lead the development of technical proposal and project deliverables; contribute to proposal strategy, technical approach, and writing sections of proposals.
* Collaborate across sectors to identify, develop, and deepen strategic relationships with prospective clients; identify a pipeline of PFM opportunities aligning with sector growth strategies.
* Support the expansion of Tetra Techs network of PFM consultants within targeted regional areas in support of proposal development efforts.
* Manage and oversee all aspects of large and/or complex project(s), from start-up through close-out, assuming the role of Project Manager or Deputy Project Manager as needed.
* Work with DRG team to monitor project timelines and contract requirements to ensure all contract deliverables are met with consistent high quality and on schedule.
* Provide ongoing technical support to project teams; provide specialized technical assistance within PFM-related areas of project implementation across sectors.
* Lead, mentor, and manage teams and/or team members, and build staff capacity in fundamental concepts, practices, and procedures in the specialization of PFM.
* Write position papers or marketing collateral materials supporting sector capabilities.
* Contribute to organizational priorities and initiatives.
Minimum Qualifications Required:
* Minimum bachelor’s degree in fields such as Economics, Finance, Accounting, Business Administration, Political Science or International Affairs; master’s degree preferred. Equivalent combinations of education and experience will be considered.
* Minimum of seven (7) years of relevant professional experience in Economics, Finance, Accounting, Business Administration, Political Science or International Affairs.
* At least 5 years of experience working at a professional services firm or equivalent organization focusing on project management and new business.
* Technical proficiency in Economic Governance such as Public Financial Management, Business Enabling Environment, or Regulatory Framework Development.
* Preference for overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams.
* Strong written and oral communication skills with the ability to communicate complex or technical information clearly within multi-disciplinary, cross-cultural, and cross-sectoral team situations.
* Track record of positive collaboration and building and maintaining excellent working relationships.
* Demonstrated knowledge of USAID and other Tetra Tech client policies and strategies related to PFM, economic policy, and revenue generation across diverse areas of development.
* Conversant in USAID strategies and cross-cutting principles, including but not limited to digital development, gender and social inclusion, local capacity strengthening, localization, positive youth development, and private sector engagement preferred.
* Proficiency in leading and/or contributing to proposals, including designing technical solutions and writing technical sections, with a winning track record.
* Demonstrated commitment to client satisfaction through technical excellence and quality of work products.
* Fluency in English required; professional working proficiency in a second language preferred, especially Spanish, French, Russian, Arabic or Portuguese.
* Availability and willingness to travel 30-40%.
* Current U.S. work authorization is required at the time of application.

The anticipated pay range for this position is $75,000 to $130,000 annually.
