ICF is adding staff to its Arizona energy practice to support a wide range of energy programs. We are currently seeking an Associate Program Manager to join our Utility Programs and Services Division in support of our Arizona-based Utility Programs. This position will provide critical project management services for our Arizona residential new construction offerings to support our clients energy efficiency goals.

**What you will be doing:**
+ Manage a multi-functional project team comprised of technical/engineering, IT, program operations, account management and marketing specialists (some ICF internal staff and some subcontractors) to ensure timely and professional completion of all tasks and achieve specific program performance indicators and goals.
+ Develop strategies to influence market adoption of above-code residential new construction.
+ Manage budgets, people, and subcontractors to meet financial targets.
+ Proactively develop and implement solutions to meet changing market needs.
+ Track and report program status to ICF management and client.
+ Continue to enhance and expand ICF’s energy practice throughout Arizona.
+ Prioritize program activities as necessary to meet performance goals.
+ Conduct strategic field-based site visits with trade ally HERS Raters and Homebuilders to provide Quality Assurance / Quality Control and forecasting updates on participating residential new construction projects ensuring that the evaluation, implementation and verification of utility sponsored energy efficiency projects are successfully executed.
+ Perform visual inspection of projects under construction including HVAC equipment, insulation, windows and household appliances.
+ Interact with HERS raters, builders, and developers regarding energy efficiency best practices, building science fundamentals and recommend energy efficiency improvements.
+ Perform desktop Quality Assurance / Quality Control to review and verify energy model accuracy and adherence to program standards, utilizing data collected during site visits and/or project building plans.
+ Regularly review program QC findings. Based on the findings, leverage best practices and continuous improvement to implement long term solutions in partnership with the client and ICF team.
+ Generate inspection reports to audit, monitor and measure performance and relevant metrics.
** What we need you to have (minimum qualifications):**
+ Bachelor's degree in Engineering, Energy, Building Science, Construction Management or related disciplines (or applicants can substitute one year of related experience for one year of education)
+ 5+ years of experience developing and managing successful customer-facing energy programs or related work experience
**What we would like you to have:**
+ Experience with residential energy efficiency new construction in Arizona
+ Knowledge of energy efficient building practices, energy codes and technologies including electric end-use equipment such as heat pump water heaters and electric vehicle charging equipment
+ Experience managing consulting projects in Arizona, including providing quality control and budget accountability
+ Experience leading and managing cross functional teams of professionals
+ Experience working with residential new construction stakeholders such as builders, architects, raters, mechanical, plumbing, and electrical contractors
+ Excellent verbal, interpersonal and written communication skills
+ Strong analytical, problem-solving, and decision-making capabilities
+ Proven ability to develop, manage and meet client expectations
+ Excellent time management skills that allow for success in a results-focused environment
+ Sound business ethics, including the protection of proprietary and confidential information
+ Ability to work with all levels of internal staff, as well as outside clients and vendors

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$73,371.00 - $124,730.00
