Associate Vice Chancellor for Facilities, Operations, and Emergency Response (Open to Current CUNY Employees Only) **POSITION DETAILS** The City University of New York (CUNY) is undertaking an ambitious multi-billion-dollar, multi-year capital design and construction program across its 26 campuses. With a strategic focus on bringing its facilities to a state of good repair, the Office of Facilities Planning, Construction, and Management (FPCM) is committed to delivering professional facility operations and maintenance system wide. CUNY FPCM oversees 300 buildings encompassing 26 million square feet of properties. The Associate Vice Chancellor (AVC) for Facilities Maintenance and Operations is a critical member of the executive management team, driving excellence in facilities upgrades and maintenance programs while ensuring consistency and standardizing facility operations to support the university's mission. This is a highly visible role that interacts with all constituents of the campus community and external stakeholders. Reporting to the Vice Chancellor of FPCM, the Associate Vice Chancellor will: + Lead all building maintenance operations across CUNY’s campuses. + Oversee and lead a team of 700 skilled trades and administrative staff responsible for routine and preventive maintenance, repairs, fleet management, central power plants, emergency response, and call center operations. + Collaborate with senior leadership to develop and implement short- and long-term maintenance strategies that align with institutional goals. + Foster a culture of customer service, transparency, and accountability, ensuring facilities meet the highest operational standards for CUNY’s faculty, students, and staff. The key responsibilities include but are not limited to: **Strategic Planning & Leadership** + Collaborate with the Vice Chancellor to develop and implement both short- and long-term plans for routine and preventive maintenance programs. + Ensure facilities are maintained and secured to support faculty, students, and staff at optimal performance levels. + Identify and prioritize campus needs and improvements in collaboration with senior leadership to drive growth and operational efficiency. + Build and maintain a culture of customer service, transparency, and accountability, fostering staff morale and identifying growth opportunities within the department. **Staff & Resource Management** + Supervise a team of directors managing maintenance operations across CUNY’s quadrants, alongside administrative and trades staff. + Develop resource plans to ensure adequate staffing levels for service delivery, in compliance with budgetary constraints. + Oversee hiring plans and professional development opportunities to keep staff trained in current techniques and methodologies. **Operational Oversight** + Establish and enforce maintenance and preventive maintenance standards for all mechanical, electrical, and structural systems. + Implement standardized best practices for maintenance across all campuses and ensure compliance with these standards. + Monitor and report on the performance of maintenance trades and operations systemwide. **Emergency Preparedness & Compliance** + Develop efficient emergency call centers, response teams, and procedures to address emergencies, including floods, fires, and power outages. + Ensure compliance with local, state, and federal regulations, including resolving code violations (e.g., Local Law 11 and elevator inspections). + Cultivate relationships with relevant agencies and organizations to support operational effectiveness. **Technology & Sustainability** + Optimize the deployment of facilities technologies for improved reporting and decision-making. + Drive initiatives for greener and more sustainable facility operations. **Contract & Budget Management** + Develop, procure, and oversee maintenance contracts, ensuring accurate budget forecasting and effective implementation. + Manage and monitor overall budgeting, accounting, and expenditures related to maintenance operations. + Report regularly to the Vice Chancellor on budget and schedule performance, providing ad hoc analyses as needed. **Collaboration & Engagement** + Work with CUNY’s fourteen unions to address and resolve issues as they arise. + Represent FPCM at meetings within CUNY and with government and community stakeholders. + Coordinate with campus teams to support operational needs and align strategies across facilities. **NOTE:** Until further notice, this position is eligible for a hybrid work schedule. **QUALIFICATIONS** Minimum: This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor’s degree and eight years' related experience. Notwithstanding the foregoing, all applicants for this position must possess the following qualifications: Must be a current CUNY Employee. Bachelor’s degree in mechanical, electrical, civil engineering, or other university degree in a related field and eight years of progressively responsible related experience in facilities operations, with expertise in building engineering, construction, and maintenance standards. + Knowledge of NYC and NYS codes, collective agreements, and related legislation. + Demonstrated experience in project management, preventive maintenance, and financial oversight. + Experience working with unions. Preferred: + Valid New York State Professional Engineer’s License. + Advanced degree in mechanical, electrical, civil engineering, or related field. + At least 6 years of experience in a managerial role, including supervising teams in engineering or facilities management settings. + Project Management Professional (PMP) Certification. + Ability to lead and manage teams and use strategic and tactical judgment to make decisions and handle various situations. + Demonstrated commitment to urban public education and the promotion of cultural pluralism. + Exemplary judgment and ethical standards, analytical acumen, superior problem-solving skills, decisiveness and ability to deliver timely advice. + Strong analytical and problem-solving acumen with the ability to think critically and act strategically. + Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and handle various situations. + Strong negotiation, mediation, consultation, presentation and group facilitation skills with experience presenting to a wide variety of audiences. + Excellent oral, written, and interpersonal communication skills. + Ability to work effectively and collegially within a large, complex university system, including consulting with, and negotiating among, a wide range of constituencies. **COMPENSATION AND BENEFITS** The salary range for this position is **$205,000 - $225,000,** commensurate with education, skills, and experience.
