The Associate Vice President for Research Ethics, Security and Compliance (AVP RESC) will provide vision and leadership on all matters related to research compliance. Reporting to the Vice President for Research and a member of the Vice President's senior management team, the AVP RESC will regularly participate in agency policy formulation relative to all aspects of Binghamton Research Compliance and oversee all aspects of compliance related to research, which includes human subjects protection; animal care and use; research involving radiation, biohazards and other controlled substances; financial conflict of interest; responsible conduct of research; and export controls. The AVP RESC serves at the pleasure of the President and ensures university compliance with appropriate federal and NYS regulations related to the university's research activities, including the responsibility for the implementation of education and training programs for faculty, staff and students in all areas of research compliance. This position provides strategic management and administrative leadership, policy direction, and oversight for research compliance and is endowed with the authority to act on behalf of campus leadership for compliance matters. Confidentiality is a primary expectation of this position. The AVP RESC serves as Institutional Official with our accrediting agencies and federal regulatory agencies.

Duties and Responsibilities
+ Provide service-oriented oversight and daily operational management of the Research Compliance unit including staff management representing two state bargaining units and the Research Foundation
+ Management of research oversight committees (IRB, IBC, IACUC, SCRO, ICIC, RSC)
+ Serve in official capacities as the Institutional Official for the IRB and IACUC
+ Serve as the Binghamton University Research Integrity Officer for research misconduct policy management
+ Serve as the Research Security program Point of Contact
+ Responsible for a comprehensive and clear oversight program for activities involving export-controlled technology and information for sponsored research
+ Administrative oversight of the CITI training platform
+ Administrative oversight of the HURON Click Pre Award and Compliance System (PACS) platform and serve on the PACS Officers Governance Group (POGG) for Binghamton University
+ Service on the various Binghamton University committees on behalf of the Division of Research
+ Ensure regulatory compliance and promote a positive culture of compliance and integrity
+ Develop, review, revise, update, and/or provide input into research compliance policies and procedures
+ Develop and refine operating procedures to implement policies and establish protocols to comply with federal, state and institutional reporting and certification requirements
+ Ensure that members of the University research community are informed about the policies, procedures and regulatory requirements relevant to research compliance
+ Identify areas of compliance vulnerability, performing risk assessments as necessary
+ Review identified issues of noncompliance; facilitate required agency and sponsor incident reporting; evaluate and ensure corrective actions are completed
+ Oversee and coordinate continuous/quality improvement process which consists of evaluating work processes to determine strategies and programs which provide greater productivity, efficiencies, and enhanced customer service to stakeholders
+ Provide oversight to post-approval monitoring programs to ensure compliance with regulations and institutional policies
+ Function as liaison between members of various research compliance committees, government and institutional officials, investigators, department chairs, college deans, and research subjects
+ Provide guidance in the execution of data use agreements, material transfer agreements, and other contractual arrangements that correlate to areas that fall under the purview of research compliance
+ Work closely with the regulatory committee chairs to ensure complete and expedient review of all protocols and make certain that all special regulatory issues have been properly addressed and requisite approvals/clearance obtained
+ Oversee and ensure a strong program for the education and training of research personnel
+ Work closely with the Binghamton University Counsel's Office, the Offices of Risk Management and Administrative Compliance, Environmental Health and Safety, and Internal Controls, as well as the Research Foundation administrative offices
+ Make independent decisions with respect to the position and manage relationships with major stakeholders
+ Other duties as assigned by the Vice President for Research
Job Requirements:
+ Master's degree in business administration, public administration, higher education, law, or related field
+ Five years of experience in a leadership role in higher education research compliance or research administration
+ Deep understanding of the requirements of federal and state regulatory agencies with oversight authority for research activities (e.g., OMB, ORI, NIH OBA, NIH OLAW, USDA, BIS, NYDOH)
+ Proven leadership skills and ability to foster transparent and collaborative working relationships among a diverse set of stakeholders and demonstrate a commitment to inclusion and diversity
+ Excellent communication and interpersonal skills and the ability to effectively communicate with people at all levels of the organization
+ Proven ability to provide customer-centered service and form partnerships with faculty and staff to accomplish objectives in compliance with the related policies and regulations
+ Well-developed analytical and problem-solving skills
+ Ability to understand a range of technical information regarding research activities and to integrate that information with regulatory or policy requirements to appropriately advise and support campus faculty and staff engaged in research
+ High level of competency with systems applications and databases
+ A commitment to professional development and the ability to travel to national and regional meetings for training, updates, networking, and presentations
Preferred:
+ PhD in a related field
+ Ten years of experience in a leadership role in higher education research compliance or research administration
+ Relevant Professional certification (e.g., Certified Research Administrator, Certified IRB Professional, and Export Compliance Professional Certification)
