Associate - Volcker Compliance Officer

What is the Opportunity?

Provide advisory coverage and conduct ongoing monitoring and surveillance of trading and covered fund activities for compliance with the Volcker Rule (the “Rule”) across 140+ desks and 500+ covered fund investments. Provide oversight and management of Volcker Frameworks.

What will you do?

Provide general advisory support to the business and supporting functional groups regarding the interpretation and application of the Volcker rule

Perform Volcker impact assessments on New Business Activity (NBC/PAR/Supplement Pool)

Coordinate with the applicable regulators during examinations and inquiries

Oversight of and engagement within the Volcker change management process

Assist with the development of internal controls and processes to adhere to the regulatory requirements of the Volcker rule

Execute compliance monitoring reviews which audit the effectiveness of internal controls as reflected in the Internal Control Framework and conducting fieldwork in line with the Volcker monitoring program

Examining policies, procedures, and practices and implementing any needed changes

Drafting compliance monitoring reports and communicate testing objectives, processes, methodologies, and results to senior management, business owners, and relevant control functions

Acting as primary point of contact for providing advisory support on all RBC covered funds

Maintain the Capital Markets covered fund policies, procedures, and practices to ensure compliance with the requirements of the Volcker rule;

Draft and maintain the Capital Markets enterprise and platform level Volcker policies, procedures, and practices to ensure compliance with the requirements of the Volcker rule;

Developing system generated reports for Senior Management on internal controls and compliance monitoring.

Management and oversight of the CEO Attestation/Certification process for Covered Trading, Covered Fund and the Control Framework

Identify, escalate and remediate issues preventing the successful completion of the CEO attestation/sub-certification process;

Review certifications for completeness and accuracy including certification language; and

Request, track, and retain completed certifications and follow-up on delinquent or incomplete certifications.

What do you need to succeed?

Minimum 3+ years’ Volcker work experience

Experience working in an advisory capacity

Strong compliance knowledge, and a proven ability to maintain strong relationships

Experience in a rapidly changing and evolving environment, versatile, adaptable, action oriented and results driven.

Excellent interpersonal, verbal and written communication skills with demonstrated ability to effectively communicate with senior management and board members. 

JD, SIE and series 7 license preferred

The good-faith expected salary range for the above position is $80,000 - $135,000 depending on factors including but not limited to the candidate’s experience, skills, registration status; market conditions; and business needs.  This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
