The Department of Business and Professional Regulation (DBPR) is the agency charged with licensing and regulating State of Florida businesses and professionals, such as cosmetologists, veterinarians, condominiums, hotels, and restaurants. The Work You Will Do:
The incumbent informs and implements the Florida Division of Condominiums, Timeshares, & Mobile Homes planning, organizing, and activities to ensure compliance with applicable statutes and regulations under the Division’s jurisdiction. As instructed, the incumbent will communicate with staff, the Director, the Secretary’s office, the public, and other interested parties. The incumbent will also assist the Director in all aspects of operations of the Division, including but not limited to employee security, records security, outreach, communications, operational improvements, troubleshooting, and awards submission. The Assistant Director is expected to be a visionary leader, innovative strategic thinker, and goal-oriented individual who can manage the three bureaus to help achieve the Division’s statewide goals.
THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.
Your Specific Responsibilities:
+ Supervises and coordinates the overall regulatory programs for condominiums, cooperatives, mobile homes, timeshares, and yacht and ship brokers to ensure full, fair, and efficient enforcement of the statutes relating to these industries.
+ Establish benchmarks for division processes and optimize resources to continually improve key processes. Implement a performance-based system of measurements linking processes to data-based goals. Ensure that quality outcomes, not just outputs, are used to measure success.
+ The incumbent is responsible for utilizing effective and innovative management techniques to monitor workload and maintain program integrity. The incumbent plans workflow and objectives and establishes deadlines. The incumbent must ensure all funds are properly handled in accordance with all applicable laws, rules, and regulations.
+ Communicates with external groups, stakeholders, and organizations regarding the various industries regulated by the Division.
+ Implements and improves policies and processes to ensure the Department's internal administrative functions are accomplished as applicable laws, policies, and administrative rules prescribe.
+ Lead recruitment, hiring, and retention efforts for Division staff; ensure staff are managed in accordance with the Department policies and procedures; maintain staffing levels to ensure operational integrity. Provides appropriate motivation to employees and meets with staff regularly.
+ Additional duties as assigned.

+ Knowledge of and the ability to apply applicable Florida Statutes, rules, policies, and procedures. Knowledge of the principles and techniques of effective communication.

+ Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to improving management practices.
+ Ability to manage the daily functions of the Division.
+ Ability to organize data logically for presentation in reports, documents, and other written materials.

+ Ability to understand and apply applicable rules, policies, and procedures relating to Condos, Timeshares, Mobile Homes, and Yacht and Ships.

Minimum Requirement:
+ Completion of a bachelor’s degree from an accredited college or university and 4 years or more professional experience in 2 or more areas: strategic planning, personnel management, organizational management, public relations, budget and financial management, and legislative and administrative processes.
+ Professional experience, as described above, can be substituted on a year-for-year basis
+ 4 years of supervisory experience
