Provides technical, logistical and administrative support to the DeputyDivision Engineer for the efficient and cost effective management of track maintenance and construction projects.                                                                                                ESSENTIAL FUNCTIONS: Ensures all track projects are initiated using the department s guidelines and track maintenance andconstruction programs support existing schedule and maintain a safe and dependable environment for all trainoperations. Must be intricately involved in the short and long-term development of work activities, funding, spend plan andthe project schedule. Coordinate track maintenance and construction projects with other departments, control force levels on thedivision by advertising/abolishing craft positions. Ensures regular track inspections are made and the summary maintenance reports are provided to appropriateAmtrak management and to the FRA. Ensures all aspects of the physical plant meet or exceeds current FRA standards. Monitors the procurement status of all material and ensures the proper installation of materials. Provides input to the Safety and Emergency Response Plans for the Division. Implements safety plan for the prevention & elimination of personal injuries and hazardous conditions on theright-of-way. Maintain proper vehicle and inventory to meet force account demands.   MINIMUM QUALIFICATIONS: 7+ years of practical Railroad experience. Bachelor s Degree required OR equivalent combination of training, education and relevant experience may beconsidered in lieu of a degree. Track supervisory experience with experience in all phases of track inspection, maintenance, and construction. Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC andtrack usage. Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint, andOutlook. Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2, applicable FRA rules &regulations. Maximo Experience working with an Enterprise system; Preferably SAP   PREFERRED QUALIFICATIONS: Sr. management, project management, inventory management, technical supervision, effective communication,administration. Planning/scheduling, budget/finance, field production methods, RR maintenance and construction methods, RRoperations and procedures, spreadsheets. Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills,advanced management and leadership, interpersonal communications, handling employee injuries, conductinginvestigations, PPE. Must be computer literate and have excellent communication skills to deal with all levels of employees. 10+ years of relevant work experience.     COMMUNICATIONS AND INTERPERSONAL SKILLS:  Must have excellent oral and written communication skills.     The salary/hourly range is $130,000-$143,530.50. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
