Summary This vacancy is for an Asst Human Resources Officer (Labor and Employee Relations) position in Labor and Employee Relations located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Responsibilities Serves as the Assistant Division Chief of Employee and Labor Relations and participate with the division chief in planning, directing, and managing the Census Bureau human resources program and key operations. Manages resources and oversee activities of the labor relations, employee relations, performance management, and reasonable accommodations branches. Manages labor-management relations, employee relations, performance management and reasonable accommodations for the Census Bureau and other customers serviced. Assists in allocating division resources to meet demands arising from special projects, development or expansion of programs, and implementation of the overall human resources management (HRM) program. Addresses programmatic problems arising in overall program administration; provide advice to all levels of employees; and pursue initiatives to enhance the integration of HR activities with the overall management program. Assess the nature and quality of services provided to assure that they effectively work toward meeting overall HRM program objectives. Ensures that all facets of the HR program are so integrated with overall management plans and operations as to provide maximum benefits and assistance to the total management process. Represents HRD when coordinating with officials of the Department of Commerce, OPM and other Federal agencies to develop program enhancements and new initiatives that assure the Census Bureau maintains human resources program. Requirements Conditions of Employment Qualifications This Job Opportunity Announcement may be used to fill other Asst Human Resources Officer (Labor and Employee Relations), 0201-15, FPL GS-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: extensive analytical ability, discretion and substantial knowledge of Human Resources (HR) strategic operations; developing and reviewing agency employee, labor, reasonable accommodations, performance management policies and procedures to ensure consistency in their application and recommending modifications; analyzing and resolving particularly complex and sensitive problems related to ADC area programs and issues such as those involving apparently conflicting laws or other requirements and those involving vague and untested areas of case law; developing valid techniques for measuring the success of an agency's employee, labor, performance management and RA programs; developing and implementing policies, guidance, procedures and programs related to performance management and evaluating new or modified policies or legislation for impact on existing performance management program; and evaluating the efficiency and effectiveness of the performance management program and making recommendations on improvements. Education: Education can not substitute experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
