This position reports to the Human Resources Director for the Southeast Louisiana Flood Protection Authority East (SLFPAE). The position will serve as Employment Law subject matter exert and Human Resources Compliance Officer. The person serving in this position will represent the agency in employment law matters, advise on employment law and the state's classified service, conduct compliance training, advise on process improvement, draft, review and/or advise on policy administration, prepares and/or reviews he preparation of contracts, requests for proposal, and other legal documents.
NOTE REGARDING THE ADVERTISED PAY:
This position participates in a Career Progression Group (CPG) and may be filled as an Attorney 1, 2 or 3. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

Possession of a current Louisiana license to practice law.

To assist an attorney of higher rank in the preparation of court cases and/or advisory opinions and may litigate and/or prepare advisory opinions in cases of a routine nature.

CORE RESPONSIBILITIES
40% Employment Law
+ Provides guidance and interpretation to HR team regarding continuous performance management, progressive disciplinary process, complaint and dispute resolution including grievance procedures, employee suspensions, demotions, and terminations, supervisor/employee relations, and other work-related issues.
+ Ensures appropriate and consistent interpretation, application of, and compliance with associated policies, acceptable management practices, procedures and relevant employment and labor laws.
+ Works with the Human Resources team to conduct internal investigations stemming from employee complaints as appropriate.
+ Drafts, reviews and edits Loudermill letters as appropriate. Assist in the review of legal cases as requested by supervisor.
+ Participates as appropriate in hearings.
+ Coordinates resolution of policy-related inquiries from Human Resources colleagues, management, employees, and job applicants.
+ Represents agency in litigation related to discrimination, retaliation, or other employment law or State Civil Service Rule violation.
+ Conducts investigations of internal discrimination/harassment claims and prepare letters of determination of complaints with conclusions; may assist in the preparation of written responses to external charges filed.
30% Compliance
+ Advises on the creation and updates to the agency's administrative policies and procedures as they relate to human resources to ensure compliance with federal, state, and local governmental agencies.
+ Works with the Legal Department with responding to public records requests.
+ Submits written reports, documents, and supporting data of any human resources compliance issues in a timely manner.
+ Monitors changes in laws and regulations relevant to the organization.
+ Advises on response for resolution of policy-related inquiries emanating from employees, job applicants or the public.
+ Manages legal cases resulting from Civil Service Appeals, EEOC complaints, etc.
+ Advises on the creation and updates to the agency's administrative policies and procedures as they relate to human resources to ensure compliance with federal, state, and local governmental agencies.
20% Risk Assessment
+ Provides guidance on assessments to identify and mitigate potential compliance issues.
+ Investigates breaches of compliance and implements corrective measures.
+ Oversees regular compliance audits and prepare reports for management or regulatory authorities.
+ Reports to the HR Director all unlawful complaints of discrimination & retaliation.
5% Draft and/or Review Documents
+ Drafts, reviews, and advises on contracts to ensure compliance with local, state, and federal regulations.
5% Training and Education
+ Works with HR team to provide training to HR professionals and management on employment law compliance.
Performs work as necessary and as directed to support all HR functions, activities and programs within the Human Resources Department.
REQUIRED QUALIFICATIONS
Possession of a current Louisiana license to practice law plus two years of experience as a practicing attorney.
Critical thinking and analytical skills with solid knowledge of federal, state, and local labor law to effective research, investigate, interpret, analyze and evaluate/advise on employee relations issues; draw sound conclusions that are factually based. Strong interpersonal and communication skills, both oral and written. Strong planning and organizational skills with the ability to independently prioritize and manage workflow and projects. Work accuracy and data integrity for reporting information is extremely important.
