Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Iowa Insurance Division is now recruiting motivated attorneys interested in regulatory compliance and possessing an aptitude for the insurance markets and its products. The Division is seeking candidates who have demonstrated high quality analytic skills in school and the work environment. This attorney works in in our Enforcement Bureau and is responsible for conducting regulatory compliance in the insurance, securities and related business markets. This involves investigation and enforcement of consumer protection statutes and regulations in these markets. The Attorney 2 handles matters involving various lines of insurance, such as life, annuities, property and casualty, health, and workers’ compensation insurance, as well as securities and other regulated industries. This position will represent the Division in contested case hearings. Attorneys in the Enforcement Bureau practice administrative law primarily before the Commissioner, but also before administrative law judges. The Attorney 2 will perform legal research and provide confidential legal advice and counsel to the Commissioner and other officials in the Division on division-related enforcement, goals, programs, mission, and legal questions. Other duties include but are not limited to: + Aid leadership in the preparation of legal memoranda and reviewing or proposing legislative and administrative rule changes. + Gather and assess evidence and bring administrative actions to deter unfair, deceptive or unlawful conduct by insurance companies, agents, adjusters, or administrators. + Assists in the review, investigation, and pursuit of market conduct activities to ensure individuals and entities are acting in compliance with insurance and securities rules and statutes. During the course of an administrative law enforcement action, the Attorney 2 will use a variety of procedures including written requests for information, witness interviews, interrogatories, requests for production of documents, subpoenas for documents and testimony, and the filing of statements of charges. Qualified candidates must have graduated from an accredited law school prior to commencing work for the Division and must be admitted to the Iowa Bar prior to commencing work or admitted within two (2) months of employment.
