Summary This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-02 pay band is equivalent to the GS-9-12 grade levels, the NQ-03 is equivalent to the GS-13-14 grade levels. Responsibilities As an Auditor, NQ-02, you will: Provide audit services for the Naval Reactors program, as well as other Government contracts. Plan, develop, review and implement audit programs and procedures for audit assignments. Perform audits involving cost determinations, indirect cost distributions, and expense allocations in accordance with the terms and conditions in the operating contract. Perform pre-award audits of rate proposals submitted by the operating contractor. Prepare comprehensive reports of audits or examinations, setting forth the results of the reviews, and recommendations for correction of deficiencies and for adjustment of discrepancies. Formulate and present recommendations to the supervisor for review, evaluation and determination of administrative action. As an Auditor, NQ-03, in addition to the duties listed above you will: Provide comprehensive contract and performance audit services for the NRLFO, other DOE programs, and other Federal agencies having work with contractors and subordinate organizations. Interact with the internal peers and colleagues, as well as Department of Energy Office of the Inspector General and/or other external audit agencies, as appropriate, to complete work. Conduct audits with minimal oversight and supervision, working independently or in small teams, as appropriate, to complete work and solve complex problems. Advise and assist Lead Auditor and/or Supervisory Auditor in developing and recommending changes to audit and oversight policies and procedures. May serve as the contracting officer representative for third-party audit services. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: For an NQ-02: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-7 or equivalent] in the Federal service. Specialized experience for this position is defined as: In-depth knowledge of accounting and/or auditing skills to perform accounting/auditing, financial, or compliance work and resolve related problems; along with demonstrated ability to communicate effectively regarding accounting or auditing issues; (OR) 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree, in a related field; (OR) A combination of specialized experience and education, as described above. For an NQ-03: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12 or equivalent] in the Federal service. Specialized experience for this position is defined as: Experience conducting complex and/or controversial audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or similar standards; Ability to Independently plan and perform all phases of audits demonstrating thorough knowledge of audit standards and accounting practices; and Ability to communicate complex and controversial issues, justifying conclusions reached, and recommending course of action. Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. For an NQ-02 position you must have served 52 weeks as a GS-7 or equivalent. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Full-time or part-time status (include hours worked per week) Salary Education BASIC REQUIREMENTS FOR AUDITOR: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
