This is a repost. Previous applicants must reapply to be considered. This position serves as an auditor in theConsultant, Utility, Rail and Turnpike Unit. The auditor is responsible for executing complex compliance or financial-related audits of activities related to external entities contracted with NCDOT. The auditor in this position will perform pre-award audits, overhead audits, post-award audits as well as reviews of audits performed by independent CPAs. The auditor, through daily workflow, reviews and audits invoices and purchase orders for compliance. Contracts and grants audited/reviewed are varied and complex and are primarily with consultants, railroads, utilities, local governments and non-profit organizations. Work requires knowledge and application of the theories, principles, practices of accounting and auditing, as well as a knowledge of the statutory requirements of specific programs and the related information technology. Auditor performs work specified in the audit program including research, analysis and interviews to prepare evaluations and recommendations for improvements. Assemble and maintain comprehensive audit working papers, supporting audit findings and recommendations. Prepare comprehensive audit reports and reviews detailing findings and recommendations and assist in the presentation of audit findings and recommendations to the various business units. Assist various units within OIG with special projects related to fraud, waste and abuse as directed by management. **Some overnight travel for audits and training is required for this position. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Knowledge of professional standards, such as generally accepted accounting principles, the International Standards for the Professional Practice of Internal Auditing (Standards) and/or Generally Accepted Government Auditing Standards (GAGAS). + Experience in accounting to include financial and/or cost accounting. + Experience in conducting audits, such as financial and compliance in accordance with relevant standards. This includes examining invoices, contracts, journals, ledgers, computations and other related business documents. + Experience in interpreting or applying policies and/or regulations. + Experience in Microsoft Word, Excel and/or knowledge of any job costing system. Preference: Management prefers applicants who have certifications or working towards certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or Certified Fraud Examiner (CFE). Bachelor’s degree in accounting from an appropriately accredited institution and two (2) years of accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; or Bachelor’s degree in business administration or other field from an appropriately accredited institution with twelve (12) semester hours in accounting and two (2) years of experience as specified above; or Associate’s degree in accounting from an appropriately accredited institution and four (4) years of experience as specified above; or equivalent combination or education and experience.
