The School Business Services unit for the Department of Elementary and Secondary Education (ESE) administers state reimbursement programs for special education expenses, and provides technical support to local school districts in the areas of accounting, auditing, budgeting, and financial reporting.


The School Business Services unit is seeking an experienced auditor who will be responsible for establishing, monitoring and auditing various financial components of the Circuit Breaker program and Education Jobs grants.


Key Responsibilities of this role:


Plan, organize and conduct financial audits of the Commonwealth's Special Education Circuit Breaker reimbursement program and Education Jobs grants to verify accuracy and ensure full compliance with standard practices, procedures, applicable federal and state laws and regulations;


Prepare various documents and reports based on audit findings and of program and productivity information for review by unit senior staff;


Develop and create complex spreadsheets for tracking, reporting and auditing grants and Circuit Breaker claims;


Review, analyze, and manipulate data in various formats to assist with auditing procedures, ensuring compliance with applicable guidelines;


Serve as liaison between DESE units, school districts, and private special education schools to ensure efficient operations of claims process;


Plan, develop and facilitate training at the district level throughout the Commonwealth;


Assist with design and dissemination of information and presentations to local education agency groups and other involved parties;


Develop audit policies and procedures, manuals, and various audit protocol reporting forms;


Explain agency financial reports, regulations and procedures to public or private organizations;


Prepare highly technical reports and confidential information for proposed policy changes relative to specific grant and school district information, audit findings etc.;


Supervision of the claim program for assigned districts in all aspects of the program including providing technical assistance and guidance to school districts regarding grants, claim filing process, required documentation, etc.; and


Perform other duties as required.


Successful candidates will have the following experience:


Experience reviewing, reading, understanding and interpreting financial documents;

Knowledge and understanding of the principals and practices of auditing;

Knowledge and understanding of state and federal grant regulations and terms;

Experience managing and auditing budgets;

Expertise with Microsoft Excel and other Microsoft applications;

Ability to analyze and determine applicability of financial data in relation to grant specifications;

Ability to understand, explain and apply the laws, rules, regulations, policies and procedures in relation to grant specifications;

Experience gathering information by examining records and documents;

Experience creating and manipulating complex spreadsheets to analyze data;

Experience communicating effectively in oral and written expression;

Experience preparing audit and other reports and maintaining accurate records;

Demonstrated ability to deal tactfully with others; and

Demonstrated ability to exercise sound judgment.

Travel throughout the Commonwealth will be required for on-site audits and other events, as needed.

The agency is currently working a hybrid schedule requiring in-office days weekly.

II. A Graduate degree with a major in accounting, business administration, or business management may be substitute for a maximum of two years of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitution will be allowed for the required (B) experience.
