The AUKUS Portfolio, within SPA's Sea, Land, and Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA’s decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the US Navy and its partners in an era of renewed strategic competition.
SPA has an immediate need for a candidate to serve as the AUKUS Program Office Phase 1 Requirements Support / Program Analyst.
In this role, the Program Analyst will support the NAVSEA AUKUS I&A Phase 1 Directorate. The analyst will work closely with the AUKUS I&A Phase 1 Deputy Director and Operations Manager. Responsibilities will include, but are not limited to, formulating yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan; using NAVSEA Enterprise Planning System (NEPS) to obtain, manage, and present financial and business data to ascertain program resource posture and health for multiple appropriations (e.g., Shipbuilding and Construction, Navy (SCN), Operations and Maintenance, Navy (O&MN)), Foreign Military Sales (FMS), etc.); providing analysis, verification, and justification of budget or acquisition data while ensuring data traceability and consistency with program budget and acquisition history; and assisting with task planning development. There may be opportunities for periodic trips outside of the DC area to support customer meetings.
This position is located at SPA Headquarters in Alexandria, VA. This position will require traveling to the Washington Navy Yard as necessary to collaborate with Phase 1 personnel.
There will be some opportunity to travel to partner and industry stakeholder locations, and an opportunity for light telework.
QualificationsRequired Qualifications:
10+ years of experience supporting a DoD program office, ideally a NAVSEA acquisition program officeBachelor's degree in Business, Business Management, Finance, Accounting, Engineering, or a related fieldFamiliarity with financial appropriations (i.e. SCN, O&MN, FMS, etc.)Knowledge of and experience executing the U.S. Navy Acquisition Shipbuilding process in accordance with the DoD Acquisition System/Adaptive Acquisition FrameworkKnowledge of the U.S. Planning, Programming, Budgeting & Execution ProcessExperience using N-ERP, NEPS, and other Navy financial management systemsStrong administrative, organizational, management, and analytical skills and the willingness to learn and build relationships with stakeholdersStrong written and verbal communication skills and proficiency with MS Office applicationsProven ability to provide strategic planning and coordination with other members of the program officeAbility to work on-site in Alexandria, VA up to full time, depending upon client needsActive SECRET Clearance, and the ability to maintain it throughout employment
