SUMMARY:
The Assistant Vice-President of Governmental Affairs will serve as one of the key contacts regarding lawmaking activities to both internal and external audiences.  This position will communicate regularly with legislative officials on behalf of Lendmark to inform them of the mission, achievements, activities and needs of Lendmark Financial Services under the direction of the Executive Leadership of Governmental Affairs.  This position will also provide strategic advice and assistance related to governmental matters to the Executive Leadership of Governmental Affairs, designated operational employees, the Chief Administrative Officer, and the rest of the Executive Leadership Team.

The Assistant Vice-President of Governmental Affairs will assist the Executive Leader of Governmental Affairs in developing and managing legislative strategies by advancing the Company’s legislative agenda, consistent with its strategy and goals and oversee initiatives and activities that enhance stakeholders’ awareness of Lendmark Financial Services and facilitate input from government, regulatory and legislative officials. The position will also be responsible for coordinating with Operational personnel who will be designated as Governmental Affairs Liaison contacts for each state Lendmark operates in.

REPORTS TO:
Executive Leadership Team (EVP of Governmental Affairs, Chief Administrative officer, or other designated Executive-level position).

MAJOR DUTIES/RESPONSIBILITIES: 
•    Assists in tracking federal, state and local legislation affecting the financial services industry; developing position statements and testimonies on legislative bills and amendments; and, informing and advising the CAO and the Executive Leadership Team, regarding legislative matters.
•    Establishes and maintains strong relationships with legislators, regulators, other government officials and their staff to both ensure a viable line of communication for the Company and to properly address that may arise with the Company’s operation in the given state both under existing regulations and future considerations.
•    Assist in the development and management of a successful Political Action Committee. (PAC)
•    Responds and coordinates responses to legislative and regulatory inquiries in coordination with Senior Management and Lendmark’s legal department.
•    Assists in tracking priority legislation for Lendmark and makes recommendations about pending policy changes.
•    Assists and helps implements strategies to advocate company and state specific legislative and regulatory positions to support business goals and objectives.
•    Coordinates with executive leadership in internal and external written and oral presentations on behalf of the Company as reviewed and approved by the Executive Management team.
•    Assists in Organizing and running events that enhance legislative and government affairs goals.
•    Organizes and attends meetings or events involving government officials, and makes presentations explaining company programs, projects and initiatives.
•    Represents the Company at each state association in which the Company operates and plans to operate and at relevant national associations.
•    Works collaboratively with Marketing to ensure open and accurate internal and external communications between the Company and legislative and governmental officials.
•    Identifies and pursues outreach opportunities under the direction of the executive leadership team.
•    Assists the Company with advance preparations for new state operations inclusive of ensuring a successful transition to licensing and regulatory requirements.
•    Performs other duties as required.

BASIC REQUIREMENTS:
•    Bachelor’s degree or comparable education or related training
•    5+ years relevant experience with either operational experience at a management level, governmental affairs activities of interacting with public policy representatives, or a position of responsibility as a legislative staff member, with at least 1 of those years in active participation and leadership position with a state industry association, and at least 1 year of relevant experience and participation in legislative activities involving statutory laws pertaining to the non-depository consumer finance industry.
•    An understanding or knowledge of the impact of public policy and regulatory oversight in the area of financial services and the impact of the legislative process in Lendmark’s footprint
•    Proficient working knowledge in Microsoft Word, Excel and PowerPoint
•    Excellent verbal, written, communication  and presentation skills
•    Excellent organizational and project management skills
•    Ability to prioritize and work with minimum supervision; initiates and executes projects well independently
•    Ability to communicate effectively with all employees and all levels of management within Lendmark, and with legislative representatives, their staff, and with regulatory agencies.
•    Experience managing others/leading teams

PREFERRED QUALIFICATIONS:
•    Advanced degree in business or political science
•    Prior financial services industry experience with operations background
•    Legislative experience serving as a staff member with functional responsibilities.
•    Communications background in representing a company in public policy responsibilities.
•    Background in regulatory supervision or oversight in the financial service industry.

COMPENSATION:

•    The salary range for this position is $111,700 - $159,720 annually, based on the specific Knowledge/Skills/Abilities and/or Experience of the selected candidate.

•    This position is eligible for Semi-Annual Incentive compensation based on individual and company performance guidelines.

WORKING CONDITIONS:
•    Combination of traditional office environment and work from home based on location.
•    Ability to travel approximately 25% to 40% of time.
•    Travel to include overnight stays.
•    The potential to be required to travel on short notice.
