These positions (2) are for Senior Business Analysts to augment staff for the DTMB Customer Service/Business Planning Section supporting the Quality of Life (QOL) agencies: Departments of Natural Resources, Environmental Quality, and Agriculture and Rural Development. The successful candidates will supplement the current Business Analyst staff, and focus on the SIGMA Agency Technical project for these agencies, They will work in a team environment and rely on experience and judgment to plan and accomplish project goals for our clients. Senior Business Analysts identify business needs and determines solutions to business problems. Solutions often include a systems development component, but may also consist of process improvement or organizational change or strategic planning and policy development. This individual works with clients to identify and specify complex business requirements and processes. Formulates logical statements of business, scientific and/or engineering requirements. Evaluates alternative solutions and recommends the most efficient and cost effective solution for the systems design, considering existing system interfaces, data capacity, infrastructure, system processes, and agency budget. This position also prepares process flow documentation, use case charts, and system design diagrams to assist in problem analysis and solution design.
Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions and flows, use cases, scenarios, business analysis, task, and workflow analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Proactively communicate and collaborate with customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (i.e. Functional requirements (Business Requirements Document), Process Flows, User Stories, Use Cases, GUI, Screen and Interface designs) Work independently with clients to define project concepts and business cases, under the direction of Project Manager Design and document bureau or department-wide IT solutions when new technology is involved. Drive and challenge business units on their assumptions of how they will successfully execute their plans. Strong analytical skills are required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Communicate and interact professionally with a diverse group, peers, executives, managers, and subject matter experts. Serve as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow. Develop requirements specifications according to standard system development methodology templates, using natural language. Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs. Liaison between the business units, technology teams and support teams. Direct the activities necessary to develop and maintain software documentation of Customer Applications Provide general testing process consultation to the project team.
Knowledge of MS SQL Server 2008 or higher, XML, Web Services, and Transact SQL (T-SQL) is desired.
Five (5) or more years of experience as a Senior Business Analyst/Consultant.
Five (5) or more years experience with Software Development Methodologies (SDLC) Experience working with relational databases. Ability to thoroughly understand complex IT applications.
Eight (8) or more years of experience as a Senior Business Analyst/Consultant. Experience working with relational databases including MS SQL/Server and Transact-SQL (2008 and above). Experience with interfaces between systems. Experience with data modeling and object oriented design. Experience working with a team of Business Analysts and Developers on a complex IT project. Experience working within Agile/Scrum methodologies
Bachelor's Degree from an accredited educational institution in any major.
Bachelor's Degree in an IT or Business related field of study. Experience working with State Government is preferred but not required. Experience working with large financial systems is preferred.
In-person interviews are preferred.
