+ Provides professional nurse consultation, clinical direction and service quality and compliance technical assistance and oversee contracts and programs for clinical services as needed.
+ Participates in policy decision-making, program development and implementation of all Bureau of Chronic Disease Prevention (BCDPHA) Programs within Well-Ahead that may impact the health of the statewide community-at-large.
+ Collaborates with BCDPHA program managers to assist with goal setting and planning objectives for the implementation of changes and programmatic and agency policies and procedures; participates in long-range planning.
+ Serve as the nursing contact and liaison for individuals, organizations, and communities on BCDPHA Programs that affect the people of Louisiana.
+ Represents the Office of Public Health (OPH) as a recognized subject matter expert to other public health and private care providers, and federal, state and local agencies.
+ Consult statewide with voluntary organizations, public agencies, community groups, and professional organizations through personal meetings, telephone and video-conferencing, on issues of BCDPHA, assisting such groups in planning and in recruiting, training and utilizing volunteers in these activities.
+ Serves as Quality Assurance Coordinator in partnership with each Well-Ahead Division where statewide qualitative assurance activities are developed, implemented, and assessed on an on-going basis to assure access to the highest quality health programs.
+ Serves as Training Coordinator to ensure that all statewide staff are properly trained in accordance with Federal and State Grant and Program Guidelines.
+ Manages COMPASS and COGNOS, data management and patient encounter data system to ensure the collection of service utilization data that facilitates accurate billing and maximum receipt of client and Medicaid payments by developing and promulgating policy; initiates State Rule Making; annually revises the fee schedule and designed and monitors evaluation tools.
+ Develops, implements, and oversees quality improvement to ensure the delivery of the highest quality statewide Chronic Disease Prevention and Healthcare Access.
+ Collaborates with Epi/Eval to develop a conceptual framework for quality measurement and improvement activities all Federal Grant programs in Well-Ahead.
+ Works with Louisiana Department of Health (LDH) Leadership to develop and ensure the implementation of policies to minimize risk within the organization.
+ Coordinates with the LDH Leadership, Division Managers, as well as other members of Management to organize, lead, and report on chronic disease care improvement efforts.
+ Participates in long-range planning including the evaluation of program satisfaction, current services and programs to increase, and market services to the community.
+ Travels statewide for consultation and site visits to conduct programmatic reviews and training, review staff utilization practices, standards of programs, and adherence to programmatic policies and procedures for all sites, including supply-only contracted sites.
+ Researches, prepares and implements continuing education programs for public health and private contract staff in collaboration with BCDPHA staff responsible for training.
+ Assures a competent public health workforce by systematic evaluation of needed skills and the establishment and maintenance of policies and procedures that assure quality.
+ Represents the agency as a recognized subject matter expert in the healthcare field and will support the BCDPHA with representation to federal, state, and community agencies.
+ Provides professional nursing consultation and supervision in response to the implementation of statewide federal and state Health programs.
+ Other tasks as assigned.
QUALIFICATIONS
REQUIRED:
+ Bachelor’s degree, or Associate’s degree plus 3 years of professional experience, or 6 years of professional work experience.
+ Possession of a valid Louisiana Registered Nurse license to practice professional nursing.
+ Minimum 3 years professional experience working as a registered nurse.
+ Minimum 3 years professional experience with nurse consultation or clinical direction.
+ Excellent analytical and critical thinking skills; effective organizational and time management skills.
+ Great attention to detail and follow up.
+ Ability to manage projects, assignments, and competing priorities.
+ Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel.
DESIRED:
+ Advanced degree.
+ Minimum 4 years professional experience working as a registered nurse.
+ Minimum 4 years professional experience with nurse consultation or clinical direction.
+ Minimum 2 years professional experience with project coordination/management.
+ Relevant industry certifications.
