This position is devoted to providing the full scope of human resources services in support of the City's human capital management efforts. Incumbents perform fully proficient journey-level human resource analysis and consultative work requiring independent evaluation and analysis of issues and the exercise of judgment, education, and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Incumbents perform journey-level analytical work in one or more human resources functional areas.
Responsible for interpreting policies and procedures; coordinating recruitment and selection processes, including providing advice and counsel to managers; consulting on discipline, performance management, and counseling employees; coordinating City-wide training programs; coordinating health and wellness benefits and programs; coordinating retirement programs; coordinating staffing services; coordinating projects and/or special events; maintaining records; and conducting analyses, identifying trends, and preparing reports.
Duties/Responsibilities
+ Coordinates programs, projects, special events, and processes in assigned human resources functions; interprets policies and procedures; researches and analyzes data; identifies errors and deficiencies and makes process improvement recommendations; conducts training; provides consultation to managers and staff; and ensures compliance with employment and other applicable regulations, policies, and procedures. Assists in the development and modification of operating policies, guidelines, procedures, systems, and documentation, as appropriate to the development of best practices within the unit.
+ Coordinates health, wellness and retirement benefits and programs; coordinates benefits enrollment for employees and retirees; plans and coordinates open enrollment and wellness events; researches and analyzes data; provides benefits information to employees, vendors, managers, and other parties; prepares and/or processes applications, forms, and other information; and reviews and reconciles bills, resolving issues.
+ Prepares and/or maintains reports, records, forms, and other documents; updates and maintains databases; researches and analyzes information and data; and identifies and reports trends.
+ Coordinates city-wide training; creating and maintaining HR related calendars for benefits; conducts training, workshops, and meetings; assists internal and external trainers and instructors; sends out notifications to higher-level staff regarding employee non-conformance issues; and performs cost calculations for training events.
+ Coordinates with department managers, vendors, candidates, retirees, and a variety of internal and external staff, departments, and agencies, to provide consultation and advice, process and evaluate requests, and coordinate programs.
+ Consulting and enrolling employees and retirees for benefits.
+ Communicating with employees, retirees, and vendors.
+ Processing retirement applications, wellness initiatives, FMLA requests, disability claim forms, and other requests.
+ Reconciles payment of vendor fees and expenses
+ Coordinates and administers billing for benefits premiums for retirees and employees on unpaid Leaves.
+ Development and presentation of training materials in relation to: FMLA, Retirement, Wellness, Open Enrollment, and other benefits related functions
+ Creating, reviewing and preparing departmental action letters for review and distribution.
+ Creating and participating in special projects as required.
+ Providing guidance and counsel to employees, representatives, and managers on the requirements and provisions of benefit programs and assist with the resolution of potential problems.
+ Conducting regular audits, compliance reviews, and process improvement projects related to benefits.
+ Performs other duties of a similar nature and level as assigned.
Minimum Qualifications & Experience
+ Bachelor's degree in human resources or a directly related field.
+ One year of professional human resources experience.
