The Benefits Compliance Manager is a highly responsible, detail-oriented individual who is accountable
for the administration of 401(k) plans for Questco client companies and ensures compliance for Questco
client companies’ Health and Welfare plans. This position requires an individual who can successfully
partner with Clients, Plan Sponsors, and our Investment Advisory Board to ensure compliance and timely
updates for 401(k) plan administration; and partner with the Benefits Department to achieve an overall
goal of data accuracy, minimal premium loss and timely delivery of compliance notices.

Responsibilities Responsible for all aspects of 401(k) plan administration for the Questco 401(k) plan and any client owed 401(k) plan by being the main contact for Clients, Plan Sponsors and our Investment Advisory BoardResponsible for answering client and employee questions related to Retirement Services within the Questco turnaround standards by handling the most complex retirement issues and making recommendations to management on the most appropriate course of actionResponsible for maintaining records of all active, deferred, retired or separated members in the system as it relates to their retirement enrollment by:Ensuring employee data reconciliation of payroll 401(k) contributions and year-end balances up to the IRS annual limits.Ensuring contributions and allocation calculations include Employer Match, Safe Harbor, etc.Ensuring calculation of corrective contributions and distributions when applicable.Responsible for reviewing, interpreting and advising on Plan Documents, Amendments, Notices and Summary Plan DescriptionsResponsible for onboarding Clients into the Questco 401(k) plan by partnering with our Investment Advisory Board and Questco Onboarding Team to ensure excellence in all customer experience arears including education, delivery evaluation and enrollmentResponsible for Non-Discrimination Testing by providing our 401(k) vendor the necessary documentation needed each year, review of results and making recommendations on how to move forward if testing should failConduct applicable nondiscrimination test for Section 125 cafeteria plans to include but not limited to flexible spending account (FSA), Health Reimbursement Arrangements (HRAs)Responsible for the completion of the annual audit by partnering with our Financial Auditors to ensure timely delivery and filing this includes establishing and maintaining appropriate legal structure, agreements, financial reporting, and annual filings for any company health plans
requiring compliance with the rules and regulations set forth under the Employee Retirement Income Security Act (“ERISA”) to include but not be limited to form 5500 and M-1 filings.Act as back-up for the (Ally’s position) Benefits Coordinator to ensure eligibility (newly hired and/or terminated employees) is being communicated to our 401(k) vendor timely and accuratelyAct as back-up for the (Ally’s position) Benefits Coordinator to ensure PrismHR is utilized as intended by building eligibility and triggering the auto-enrollment functionality setup when necessaryActs as back-up for the (Ally’s position) Benefits Coordinator to ensure weekly funding is completed timely and accuratelyAct as back-up for the (Ally’s position) Benefits Coordinator to ensure enrollments/contribution changes are processed timely in PrismHRAct as back-up for the (Ally’s position) Benefits Coordinator to ensure retirement loans are processed timely in PrismHR and review of the Loan Monitoring reportResponsible for creating and maintaining Wrap SPDs, partnering with the Benefits Administration Team to distribute according to the guidelines set under ERISA.Responsible for monitoring Questco’s COBRA/State Continuation processes to ensure compliance.Responsible for creating and maintaining annual compliance notices (i.e. Medicare Part D, etc.) and partnering with the Benefits Administration Team to distribute according to the guidelines set under ERISA.Responsible for the creation and distribution of the ACA Forms 1095C and 1094C by partnering with the Benefits Administration Team to ensure timely delivery.Complete with excellence all other duties as assigned

Required Qualifications

A minimum Bachelor’s degree or equivalent experience Benefits Compliance Manager 7/20244+ years of experience in Health and Welfare administration and related products is preferred2+ years of experience in defined contribution plans and related products is preferred.Minimum 2 years retirement plan administration experience with emphasis in 401k to include identifying contribution and match discrepancies.Prior PEO experience preferred, preferably in 401k/BenefitsKnowledge of ERISA, DOL and IRS regulations for retirement plan compliance, Form 5500 filings, overall management of retirement services

 

Required Skills

Experience with Adobe and intermediate to advanced Excel skills to include v-lookups, macros and pivot tableDetailed oriented and ability to handle multiple projects and deadlinesStrong interpersonal communication skills, ability to handle sensitive client situations gracefullyProfessional verbal and written communication skillsMust be able to maintain the highest level of confidentiality with the ability to handle sensitive material concerning the organization and its clients

 

Physical Requirements, Language Skills:

Must be able to work flexible schedules when needed to support business needsFrequent viewing of computer terminal with wrist/finger movement to operate a computer keyboard and mouseRequires sitting or standing for long periods of timeMust be able to lift and carry up to 25lbs. periodicallyBend, reach, pull, stoop, and push are all elements of physical activity for this positionFluency in English – speak, read and write
