JOB DESCRIPTION
Under supervision, assist in all areas of benefits administration. Process confidential employee related matters; administer and maintain HMFA’s benefit programs; maintain confidential Benefit records and tracking systems; process new hire paperwork and benefits enrollments, changes and related information; monitor and track employee use of time for employee Leaves of Absences, FMLA, NJFLA, Worker’s Compensation and ADA; monitor COBRA Administration and track COBRA participation; provide information and assistance to employees, management and consumers; prepare reports and correspondence; research and stay abreast of laws affecting Benefits Administration and human resource practices and policies. Report changes to Management in a timely manner to ensure compliance; create and maintain benefits procedure manual; perform related duties as required.
+ Coordinate and maintain HMFA’s Benefit Programs. Process enrollments, changes and related material following Contract provisions, HMFA policies, procedures, guidelines and federal and State Laws. Respond promptly to internal and external requests for confidential Benefits information and assistance. Generate correspondence as requested. Maintain Benefit issues log for tracking and effective management of Benefit plans.
+ Monitor and track employee use of time on Leaves of Absence; track employee Leaves of Absences, FMLA, NJFLA, Worker’s Compensation, TDI, FLI, and ADA. Monitor COBRA Administration and track COBRA participation. Ensure checks are processed and mailed in appropriate timeframe for employees and their dependents. Maintain Benefits Filing Systems as necessary.
+ Enter payroll data into payroll processing system
+ Review timesheets to track employee hours
+ Analyze and make adjustments for deductions
+ Prepare, review, and distribute payroll reports
+ Conduct new hire orientation and out-processing for benefits. Process all new hire and out-processing benefit related paperwork.
+ Process invoices for payment for Agency’s benefit programs. Compare invoices to HMFA rosters. Prepare payment requisitions and request checks from Accounts Payable by the first of the month.
+ Coordinate tuition reimbursement, license/recertification reimbursement and dues/membership processing. Maintain the appropriate records to document each program.
+ Assist with the maintenance of the HRMS (Human Resources Management System) database regarding confidential benefit related matters for employees, new hires and time adjustments as it relates to employees on Leaves of Absences. Assist with User Acceptance Testing in the benefit module and assist with employee questions when necessary.
+ Coordinate the Agency’s Sunshine Fund. Send out cards and gifts as required according to Sunshine Fund guidelines. Maintain accurate financial records as required.
+ Maintain the appropriate Bulletin Boards throughout the HMFA to ensure a constant flow of benefit information to HMFA employees.
+ Assist Supervisor and/or Division Director with requested benefit budget information used to generate annual fiscal budget in a timely manner.
+ Coordinate special projects, most of which will be of a confidential nature; when necessary, prepare accurate and informative reports containing findings, statistical information, analyses, conclusions and recommendations. Prepare weekly reports and submit to the Director as required.
+ Create and maintain benefits manual to document administrative procedures for all benefits processes. Evaluate and make recommendation about processes to reduce costs and increase efficiency
+ Research and stay abreast of laws affecting Benefits Administration and human resource practices and policies. Report changes to Management in a timely manner to ensure compliance.
+ 1095 Reporting; all reporting must meet required deadlines.
+ Perform related duties as required.
MINIMUM REQUIREMENTS
Education / Experience:
Benefits Coordinator II (Range 10)
Four (4) year college degree; five (5) years of relevant experience; Benefits Self Administration experience preferred; experience with Oracle and other applicable databases preferred; or an equivalent combination of education and experience that meets the required knowledge, skills and abilities.
Skills:
+ Excellent organizational skills (planning, goal setting, prioritizing).
+ Knowledge of HMFA programs, policies and procedures.
+ Knowledge of Federal and State laws affecting human resource practices and policies.
+ Knowledge of Federal and State laws affecting Benefits Administration.
+ Knowledge of Microsoft Office products (Word and Excel).
+ Ability to establish and maintain effective working relationships with HMFA employees and the general public.
+ Ability to communicate effectively orally and in writing and to actively listen.
+ Ability to analyze information and make appropriate recommendations.
+ Ability to organize and accomplish multiple assignments simultaneously.
+ Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.
