Requisition No: 845114 Agency: Department of Health Working Title: BIOLOGICAL ADMINISTRATOR II - SES - 64025998 Pay Plan: SES Position Number: 64025998 Salary: $2,033.07 - $3,277.81 Biweekly Posting Closing Date: 02/11/2025 Total Compensation Estimator Tool (https://compcalculator.myflorida.com/) FLORIDA DEPARTMENT OF HEALTH - OPEN COMPETITIVE OPPORTUNITY Bureau of Public Health Laboratories Tampa Laboratory Salary Range: $2,033.07 - $3,277.81 Biweekly Your Specific Responsibilities: This is a highly responsible professional administrative supervisory position serving as the Virology Administrator over all aspects of the Virology Unit at the Bureau of Public Health Laboratories (BPHL) in Tampa and serving as Lead Virologist and subject matter expert for the entire Department of Health BPHL. The incumbent reports directly to the Laboratory Director and must be able to work independently on any assignments delegated by the Director. All duties are performed under general supervision and involve considerable responsibility, authority, and the use of independent judgment. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training. This position requires travel. Plans, supervises, and coordinates the activities of the Tampa Laboratory Virology Unit, including, but not limited to clinical virology, clinical arboserology, and the Arbovirus Surveillance Program. Interprets laboratory findings and prepares laboratory reports. Develops and evaluates virology procedures and protocols for BPHL; assures BPHL virology staff are adequately trained; develops proposals for the investigation of mission-related public health studies; serves as contract manager/manager/Principal Investigator for awarded grants and contracts. Prepares correspondence and manuscripts for publication. Makes oral presentations, arranges, and conducts laboratory tours. Coordinates all viral testing performed by BPHL. Makes recommendations for testing algorithms for consideration by the Tampa Laboratory Director and the Bureau Chief. Consults with and advises physicians, county health departments, DOH personnel, and the public regarding laboratory procedures, the interpretation and significance of test results, and other public health related matters. Supervises and performs a variety of administrative and technical duties throughout the Virology and Arbovirology Units. Consults with and instructs subordinates when specific problems arise and in the implementation of new procedures. Assures the laboratory proficiency testing is performed appropriately and correctly within the Virology Unit. Monitors quality control and quality assurance for viral testing throughout BPHL, including proficiency testing. Assures the maintenance of laboratory safety, staff licensure, and performance standards. Supervises the maintenance of administrative and laboratory records of the Virology Unit. Serves as a BPHL Tampa Select Agent Program Alternate Responsible Official. Interviews job applicants. Performs other related duties as required. Required Knowledge, Skills, and Abilities: Ability to establish and maintain effective working relationships with others. Ability to collect, record, and analyze scientific data relating to the biological sciences. Ability to conduct biological research, studies or analyses using scientific methods and techniques. Ability to solve problems and make decisions. Knowledge of the terminology, principles and techniques used in biological research, analysis, or testing of clinical specimens. Knowledge of procedures, techniques, and equipment used in a laboratory. Skill in the use of lab equipment. Ability to communicate effectively. Ability to work independently. Ability to plan, organize, and coordinate work assignments. Ability to understand and apply applicable rules, regulations, policies, and procedures. Qualifications: Minimum – Bachelor’s degree or higher in a chemical or biological science. Five years of clinical laboratory experience including at least three years as a clinical laboratory supervisor. Preferred–Master’s degree or higher in a chemical or biological science.
