Jhpiego Rwanda is hiring a Biomedical Engineer for the for USAID-funded RISE Project in Rwanda. The Biomedical Engineer will play a critical role in the RISE Marburg Virus Disease Response Project by enhancing healthcare delivery through the procurement and deployment of advanced biomedical equipment across health facilities in Rwanda. This role involves ensuring the effective selection, installation, and maintenance of biomedical equipment to meet the project's objectives. Additionally, the Biomedical Engineer will provide strategic technical support to the Rwanda Biomedical Center (RBC) in its Medical Technical Division (MTD). The project will contribute to preparedness, response, and prevention of the resurgence of Marburg Virus Disease (MVD), Viral Hemorrhagic Fevers (VHF), and other emerging infectious disease outbreaks. It will align with national health policies and priorities, while fostering collaboration to enhance global health security and strengthen Rwanda's health system resilience.

Responsibilities1. Technical Support for Equipment Procurement:
o Manage and monitor large-scale medical technology projects, including the procurement of medical equipment and infrastructure for new health facilities
o Develop detailed technical specifications for biomedical equipment in collaboration with medical technology division/RBC
o Research reputable manufacturers and vendors with a proven track record, and conduct market surveys when required
o Assist with procurement processes, including technical reviews and evaluation of bids.
2. Equipment Deployment and Maintenance:
o Follow up the progress of equipment shipment and the readiness of sites for equipment installation
o Oversee the installation, calibration, and commissioning of biomedical equipment.
o Develop preventive and corrective maintenance plans to ensure long-term functionality and reliability.
o Manage various maintenance contracts available at RBC by assuring that the best service has been given to Health Facilities
3. Capacity Building and Training:
o Conduct the and prioritize the need assessment for training in the management of medical equipment
o Train and mentor Biomedical Equipment Technicians (BMETs) and other healthcare staff in medical equipment management, operations, and maintenance.
o Develop training materials and conduct workshops for end-users and BMETs.
o Organize and facilitate local and international training programs for biomedical engineering staff.
o Monitor the impact of training programs on equipment functionality and offer follow-up visits to reinforce training and address challenges.
4. Collaboration with RBC:
o Work closely with the Medical Technical Division of RBC to assess national equipment needs and address gaps.
o Provide input on the development of policies, strategies, and guidelines for managing biomedical equipment.
5. Compliance and Quality Assurance:
o Ensure that all procured equipment complies with national standards and international best practices.
o Assist in registering medical devices/equipment with local regulatory authorities before deployment.
o Track changes in regulations in national and international medical equipment standards.
o Contribute to the design of protocols for inspection, testing, and maintenance of medical devices.
o Contribute to the development guidelines, Standard Operating procedures (SOPs) for equipment handling, calibration, and safety checks.
o Contribute to monitoring the lifespan of equipment to plan replacements proactively.
6. Management of the Medical Equipment Maintenance and Management system, Documentation, and Reporting:
o Oversee the implementation and operation of the Medical Equipment Management System (MEMMS) at health facilities nationwide.
o Maintain accurate records of all equipment in MEMMS, procurement activities, maintenance schedules, and training delivered.
o Regularly update the progress and challenges to the Technical Director and other relevant stakeholders.
o Evaluate the procurement process for lessons learned and improvements to be put in place.
7. Research and Innovation:
o Conduct research and publish findings related to biomedical engineering and medical technology advancements.
o Identify innovative solutions to enhance medical equipment management and service delivery.
Education:
• Bachelor’s degree in Biomedical Engineering with proven by work experience in medical equipment management. Advanced training in medical technology management is a plus.
Experience:
• A minimum of 3 years of demonstrated experience in biomedical equipment procurement, installation, and maintenance with a Biomedical Bachelor’s degree
• Familiarity with working within the Rwandan national health systems is preferred.
• Experience in project management and technical documentation development (e.g., guidelines, SOPs).
• Familiarity with digital tools and platforms for medical equipment management (e.g., MEMMS).
Skills:
• Strong technical and analytical skills with the ability to assess and manage medical devices effectively.
• Experience in training and capacity building for healthcare staff
• Knowledge of healthcare regulations, quality assurance, and the operational context of Rwanda's healthcare system.
• Computer skills to manage the national equipment management system
• Certification from international institution in management of medical equipment is an asset.
Other Skills:
o Excellent coordination, facilitation, and stakeholder engagement skills, particularly within government and international partner frameworks.
o Strong communication skills in English and Kinyarwanda (verbal and written); knowledge of French is an asset.
o Proven ability to work in a multi-disciplinary, multicultural team in dynamic and high-pressure settings.
o High level of professionalism, integrity, and commitment to advancing global health security.
o Proficiency in Microsoft Office 365 tools (Excel, Word, PowerPoint).
Additional Requirements:
o Willingness to travel frequently to field sites across Rwanda.
o Familiarity with USAID or other USG regulations and compliance and reporting procedures and systems.
o Strong understanding of Rwanda’s health and veterinary systems, including One Health approaches.
