**Position Purpose:**
The Construction Manager will oversee the development and execution of the construction, commissioning, and startup of the Bison Generation Station power plant project, ensuring that the project is completed safely, on time, within budget, and in compliance with all contractual, regulatory, and quality requirements. Acting as BEPC’s primary representative, the incumbent provides strategic oversight, ensures alignment with project objectives, and coordinates among internal stakeholders, the engineering and Balance of Plant (BOP) procurement agent/contractor, the Construction Management (CM) agent, direct hire construction contractors, and other involved parties. Additionally, the incumbent plays a key role in developing and implementing the construction contracting strategy and packaging to reduce project risk and optimize integration between design, procurement, construction, and commissioning activities. This position is identified as a Critical Infrastructure Protection (CIP) related position, which may allow physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems. This position may allow access to privileged information relating to such assets or systems.
**Essential Functions:**
+ Demonstrate leadership in safety and ensure adherence to all health, safety, and environmental rules & regulations.
+ Promote a culture of safety and actively participate in safety reviews, audits, and other safety activities.
+ Monitor adherence to health, safety, and environmental (HSE) standards across all project phases.
+ Ensure compliance with all regulatory, permitting, and contractual obligations.
+ Provide weekly updates to the project coordinator and Manager, Field Services.
+ Oversee the CM Agent’s quality control processes, ensuring that engineering designs, procured materials, and construction execution align with contractual specifications.
+ Conduct regular inspections to confirm the integration of design and construction activities meets the Owner’s standards.
+ Lead the resolution of major technical and quality issues that impact project integrity.
+ Collaborate with the CM Agent and internal stakeholders to define an optimized contracting strategy, balancing risk and efficiency.
+ Assess and recommend contract structures (e.g., lump-sum, unit rate, or hybrid models) based on project scope and risk profile.
+ Work with the CM Agent to structure construction contract packages to ensure clear delineation of scopes, responsibilities, and interfaces between contractors.
+ Establish criteria for prequalification and selection of contractors to ensure compatibility with the Owner’s standards and project requirements.
+ Act as the Owner’s liaison to align the CM Agent’s engineering, procurement, and construction teams with broader project objectives.
+ Facilitate resolution of design or procurement issues that could impact construction progress or quality.
+ Ensure that procurement deliverables, such as equipment deliveries, align with construction schedules to avoid delays or bottlenecks.
+ Promote collaboration between the CM Agent and third-party contractors to maintain project safety, quality, and schedule.
+ Monitor the CM agent’s management of construction activities, ensuring seamless integration with their Engineering and BOP Procurement responsibilities.
+ Review and validate the CM Agent’s construction strategies, schedules, and recommendations to ensure they align with the overall project goals and Owner's expectations.
+ Ensure coordination among design, procurement, construction, and commissioning teams to avoid scope gaps, misalignments, and delays.
+ Serve as the escalation point for issues that arise from the CM Agent's overlapping roles in engineering, procurement, and construction management.
+ Direct the development and submission of required reports to assure documentation and communication of construction related issues.
+ Evaluate and approve the CM Agent’s key deliverables, including construction schedules, progress reports, and change order recommendations.
+ Ensure the CM Agent maintains accurate and transparent documentation of project activities, including engineering submittals, procurement logs, and construction records.
+ Validate recommendations for contractor performance evaluations, payment approvals, and claims resolution.
+ Review and approve cost forecasts, budget updates, and financial reports provided by the CM Agent.
+ Monitor cost impacts of design changes, procurement delays, and construction execution.
+ Identify project risk and coordinate risk mitigation plans with the CM Agent to ensure that adequate risk mitigation measures are ready for implementation should a risk materialize.
+ Ensure that project expenditures remain within budget while achieving the desired quality and schedule outcomes.
+ Collaborate with the CM Agent, contractors, and commissioning teams to ensure a smooth transition from construction to commissioning/startup and from commissioning/startup to BEPC operations.
+ Verify completion of punch-list items and compliance with project closeout plans.
**Qualifications** **:**
+ Bachelor’s degree in an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program, construction management, or a related field; and
+ Twelve years of experience in construction management, with significant involvement in large-scale power plant projects (preferably combined cycle).
+ Demonstrated experience managing integrated teams responsible for engineering, procurement, and construction management (EPCM) activities.
+ Deep understanding of combined cycle power plant construction, systems, and technology.
+ Proficient in contract management, risk analysis & mitigation, cost analysis & forecasting, and construction scheduling tools.
+ Strong knowledge of procurement processes and their impact on construction timelines and quality.
+ Exceptional leadership skills with the ability to oversee integrated teams and manage complex project dynamics.
+ Strong communication and negotiation abilities to manage relationships between BEPC, CM Agent, and direct hire construction contractors.
+ Strategic thinking with a focus on achieving the project objectives.
+ OSHA Safety Training or similar safety certifications.
+ PMP (Project Management Professional) or equivalent certification is preferred.
+ A valid driver’s license and DOT Federal Motor Carrier Safety Administration non-CDL qualified.

**Typical Physical/Mental/Environmental Demands:**
This position requires occasional bending, climbing, kneeling, reaching, crawling, pushing/pulling up to 50 pounds and lifting/carrying up to 25 pounds; and frequent sitting, standing, walking, and use of keyboard/computer. Finger dexterity, good hearing, and color vision are required. This position requires the ability to analyze data/reports and conduct research; implement recommendations; develop plans, procedures, and goals; and present information to others. The incumbent may be required to work under pressure due to conflicting priorities and deadlines. Typically, this position works in conditions of dirt/dust, extreme heat/cold, noise, and electrical risks. It may also occasionally work in conditions of fumes, chemicals, vibration, poor ventilation, and confined areas. Continuous travel is required, either by operating a motor vehicle or traveling in cooperative or commercial aircraft. The ability to operate a motor vehicle is required. All project assignments require extended overnight stays involving several days, weeks, or months.
