Summary This position is located at the Norfolk Naval Shipyard, Portsmouth, VA, Morale, Welfare and Recreation (MWR) Department, Commercial Activities Division. The incumbent functions as the manager for the assigned Bowling Center facility, or facilities. Responsibilities Ensures the economic and efficient operation of the assigned Bowling Center, which includes up to 32 lanes, equipment maintenance and repair, and facilities. May include snack bar, and/or pro shop. Directs the day-to day operations of the facility, to include: supervising work, ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damages, mechanical or other breakage or malfunction, and reporting of safety hazards. Serves as primary fund custodian for the facility, ensuring the safety and appropriate use of funds, ringing/verifying registers, issuing and checking change funds, preparation and/or oversight of Daily Activity Reports and deposits, and assisting with procurement requests, physical asset and/or re-sale/equipment/gear inventories. Ensures the implementation of higher-level directives and regulations. Promotes, schedules, and manages the conduct of tournaments, matches, and other special events, and programs necessary resources for the purchase of supplies, equipment and resale merchandise. May supervise the operation of the pro shop as needed. Carries out necessary liaison with other staff officials that support Center activities, Bowling League participation, marketing, purchasing, etc. Acts on internal and patron problems within established guidelines and with minimal adverse impact on functional programs. Performs other related duties as assigned. Supervisory Statement: Directly supervises (I) Assistant Manager, NF3; up to (1) Snack Bar Operator NF2; up to (4) Bowling Equipment Mechanic NA6/7/8; up to (6) Mechanic Helper NA4/5; up to (5) Recreation Assistant NF2, up to (10) FSW 2/3/4; and up to (2) Bartenders NA3. Schedules work, trains and recommends outside training, evaluates performance, provides counseling, selects applicants for hire, recommends corrective/disciplinary actions or pay adjustments/awards as warranted within local policy. Effectively supports the Equal Employment Opportunity policy, and ensures compliance with fire safety, security, and other environmental issues. If facility serves alcohol, must be aware of server responsibilities, and be alert to potential abuse situations and be prepared to take appropriate action. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess: A minimum of three years general work experience that demonstrates progressively responsible administrative, professional, technical work involving facility, program and staff supervision and management. A minimum 2-year successful experience in a qualified bowling center and/or bowling related programs, with a minimum 6 months documented supervisory/leader and/or assistant management experience. Knowledge of military MWR and/or NAF policies and procedures preferred. Must demonstrate ability to deal effectively with subordinates, supervisory and management officials and patrons. Ability to communicate both verbally and in writing. Basic understanding of budgeting an activity level financial management. Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and bowling specific software. Supervisory Controls: Reports directly to the Bowling Operations Manager, who provides general assignments and objectives. The incumbent plans and carries out much of the bowling program independently and handles problems and issues in accordance with standing instructions and official policies. Work is reviewed for achievement of objectives and goals as set by the Manager and for the overall facility operations and patron satisfaction. Education This position does not have a positive education requirement. Additional Information Executive Order 12564 requires a Federal workplace free of illegal drugs.
