Under the direction of the Director, Surveillance Operations, the Surveillance Bank Secrecy Act (BSA) Regulatory Analyst is responsible for maintaining a direct liaison relationship with the Casino BSA/AML department (Casino Compliance). More specifically, the Surveillance BSA Regulatory Analyst will provide subject matter expertise in the form of analysis of recorded and live surveillance video as well as other gaming systems in response to request(s) for assistance from Casino Compliance. In doing so, the Surveillance BSA Regulatory Analyst through the liaison relationship and provision of said subject matter expertise upon request, provides vital assistance to the Casino Compliance department in ensuring the department is compliant with the BSA, the USA Patriot Act and the requirements of the Office of Foreign Asset Control (OFAC). This position requires a working knowledge of the BSA regarding unusual or suspicious activity in a casino as well as the ability to perform in-depth research of slot data, player-related data and other available system(s) data to include recorded and live surveillance video in providing an independent assessment/report of the result(s) to Casino Compliance management.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Establishes recurring meetings with both Casino Compliance management and Surveillance management where relevant and timely feedback/updates are provided on current projects/assignments and their effectiveness. 2. Using independent judgment based on prior experience and training, performs highly complex technical, analytical, and detail-oriented work, relating to gaming records and activities, as well as gaming patterns of patrons to ascertain whether the activity meets regulatory and internal policy criteria for possible suspicious activity reporting per the BSA. 3. Gathers, researches, interprets, and analyzes information from multiple systems, including but not limited to: Slot and table ratings systems, systems under the control of the Gaming Commission to include live and recorded video, casino system(s) and Department of Public Safety system(s). Provides subject matter expertise in the interpretation of the above to Casino Compliance personnel. 4. In collaboration with Casino Compliance personnel, independently prepares or assists in the preparation of detailed reports from research and analysis conducted (Item 3) and provides the report(s) along with a recommendation to Casino Compliance management as to whether a patron’s gaming or transactional activity is potentially suspicious (thereby requiring a SAR filing or a “No-SAR” determination if more appropriate).5. In collaboration with Casino Compliance personnel, independently performs or assists with research using open source (internet) and social media sites to obtain information relevant to a patron’s level of gaming or transactional activity in the detection of potential money laundering, terrorist financing or other related illicit activity.6. Performs other duties as assigned to support the efficient operation of the department.
EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS
Bachelor’s degree is required. An emphasis in Accounting, Business Administration, Criminal Justice, Computer Science, Economics, Mathematics and/or related field is preferred.
Minimum two (2) years casino surveillance experience or related field required.
Three (3) years of anti-money laundering or other related gaming and/or investigative experience is preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Working knowledge of the BSA and suspicious activity regulatory requirements preferred.
Working knowledge of the Anti-Money Laundering policies and procedures for Title 31 transaction reporting departments (i.e., Cage Operations and Table Games) is preferred.
Must be able to analyze accounts/transactions/activity to identify anomalies and suspicious activity.
Must possess intermediate proficiency in Microsoft Office Suite (Word, Excel, and Outlook), commercial database systems, and internet research skills.
Must possess excellent report writing skills and verbal communication skills.
Must have the ability to work independently with minimal supervision.
Must maintain the highest degree of confidentiality with respect to critical matters involving Casino’s AML Program.
