At this time, Dominion Energy cannot transfer or sponsor a work visa or employment authorization for this position. **Job Summary** Ensures the development, implementation and administration of safety and compliance programs for all BU facilities, or a highly specialized and unique facility that requires a high level of vessel/site specific knowledge and experience. Ensures safety, work methods, plant training programs, policies and procedures are in compliance with international, federal, state, OSHA, regulatory agencies, company requirements, customer requirements, and BSEE in coordination with the Safety and Environmental Teams. Maintains an understanding and involvement of safety related events. Keeps leadership updated on industry safety & health events and trends. Perform studies and investigations to ensure compliance with international, federal, state, BSEE and local safety and health laws, standards and regulations, industrial hygiene, and public safety. Identifies and evaluates potential workplace hazards and takes appropriate action to reduce or eliminate unsafe conditions. Investigate accidents, incidents and promotes safety conscious work performance. Interprets and communicates safety, work methods and compliance requirements as mandated by federal, state, and OSHA regulatory agencies. Subject matter expert for OSHA compliance requirements such as: industrial hygiene, air sampling, noise monitoring, lead surface coating abatement, asbestos abatement, anhydrous ammonia, material safety data sheets, and bloodborne pathogens. Maintains Human Performance Observation, Respiratory Protection, and Hearing Protection databases. Conducts sight assessments and audits current safety programs. Oversees Contractor and First Line Supervisor safety training. Develops and incorporates new programs related to. Maintain and distribute monthly reports relating to safety performance and trends. May be a liaison between Legal department and medical staff regarding OSHA regulatory interpretations and worker’s compensation. The HSEQ individual is responsible for providing independent, expert, and professional advice and guidance to Dominion supervision and vessel crew on all health, safety, and environmental issues. Coordinate with offshore construction projects to actively participate in and promoting a high standard of health, safety, and environmental awareness. **Responsibilities** • Maintenance of project HSEQ (Health, Safety, Environmental and Quality) risk registers in relation to vessel and crane operations • Coordinate with procurement on offshore HSEQ topics related to vessel and crane operations • Produce, review and update HSEQ related documentation required • Proactively support and advise line/project management in meeting HSE responsibilities (incl. but not limited to risk assessments) with technical, organizational, and procedural as well as compliance advice • Engage and develop relationships with construction project teams to eliminate and reduce risks, develop HSE culture on projects and adherence to local and Dominion HSE standards and rules • Cooperate with line management to develop and implement measures and solutions to address HSE challenges • Attend meetings, site visits with sub-contractors • Supporting evaluation of potential port/project locations such as lay down areas, port infrastructures, O&M buildings, warehouses etc. • Support early-stage construction activities (onshore and offshore) on HSE matters • Assistance with regulatory oversight and maintenance of internal HSE systems • Managing (KPI’s) OSHA incident tracking & reporting requirements as required • Support the development and implementation of HSEQ management systems, safe systems of work procedures and other risk control measures for offshore construction activities • Responsible for project wide recommendations for risk controls and HSE standard adoptions across vessel operations • Coordinate with the Environmental Team permitting for the vessel • Conducting root cause analysis on safety incidents and sharing lessons learned **Required Knowledge, Skills, Abilities & Experience** The knowledge, skills, abilities and experiences that are required for entry into this job include the following: • 7+ years of significant directly related experience is required • Demonstrates full knowledge of federal and state safety regulations • Preferred to have full knowledge of company policies and requirements • Strong working knowledge of vessel safety programs, fire protection, work methods and training to ensure and promote a safety conscious workforce • Skilled in the interpretation and application of federal and state safety regulations • Skilled communicator, ability to effectively communicate with state and federal officials, management and staff • Proven ability to effectively evaluate and identify workplace hazards or safety violations • Ability to determine the course of action required to eliminate workplace safety hazards and ensure federal and state compliance • Ability to effectively direct and oversee safety studies and investigations • Demonstrated leadership skills required • Previous work experience, demonstrating full knowledge and application of federal and state safety regulations and OSHA requirements. • (Preferred) Previous experience Supporting Marine Logistics on vessel matters with regards to HSE (ISM and ISO 9001/45001) • (Preferred) Previous experience working in offshore oil and gas, offshore wind sector, experience with vessel management and maritime construction activities • (Preferred) Able to demonstrate a good working knowledge of relevant USA Federal, State and Local HSE legislation with specific knowledge of USA OSHA, OCSLA, BSEE, ISM, USCG regulations • Flexibility and willingness to travel regionally and internationally • (Preferred) Experience in developing, implementing, and maintaining a certifiable HSE Management System (30 CFR Chapter V, Subchapter B, Part 585 compliant) • (Preferred)External Stakeholder management such as OSHA, BSEE, BOEM engagements, Global Wind Organization (GWO), G+ Offshore Wind and American Clean Power association • Ride the vessel to support operations and monitoring of crew’s performance, as required **Education Requirements** **Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:** Bachelor Preferred Disciplines: Engineering, Engineering Technology, Industrial Hygiene, Safety Other disciplines may be substituted for the preferred discipline(s) listed above **Licenses, Certifications, or Quals Description** Preferred: Certified Industrial Hygienist (CIH) Certified Safety Professional (CSP) **Working Conditions** Cold Up to 25% Dust / Grease / Oil Up to 25% Fumes Up to 25% Heat Up to 25% Loud Noise Up to 25% Outdoors Up to 25% Office Work Environment 76 -100% Pressurized Lines & Valves Up to 25% Radiation Up to 25% Travel Up to 25% **Other Working Conditions** Will require frequent bending, climbing, twisting, balancing and reaching.
