Budget Adviser - Solomon Islands Australia Partnership for Governance Program
About the Program  The Solomon Islands-Australia Partnership for Governance commenced in January 2022 and is an AUD $35.8 million dollar investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through four end-of-program outcomes. **EOPO1:** SIG has strengthened public financial management and oversight. **EOPO2:** SIG has improved domestic revenue generation and improved capability in targeted areas. **EOPO3:** SIG has strengthened inclusive democratic processes and expanded opportunities for stakeholder engagement in public policy dialogue. **EOPO4** : The program generates strengthened relationships between SIG and the Government of Australia. About the Opportunity The Budget Adviser will work in a dynamic environment to primarily support the Ministry of Finance and Treasury (MoFT). This position will involve assisting the Budget Division within MoFT in the development and implementation of fiscal and economic strategies and reforms to guide the government’s fiscal and economic reform agenda for the budget and the economy. This position will also work closely across the MoFT’s units and divisions to ensure the support is coherent and consistent across the Ministry. The role requires participation in review processes and preparations of a fiscal reform agenda, aligned with the SIG’s Public Financial Management legislation. Contract: Long-term End date: 31 December 2025 Location of work: Honiara, Solomon Islands Summary of Key Responsibilities + Provide research and analytical input for policy advice, with a focus on improving development, and strengthening fiscal and economic reforms. + Support budget formulation and identify opportunities for process improvement, including by engaging with line Ministries on their Budget submissions. + Assist with fiscal forecasting and reporting. + Advise on strengthening governance, coordination, and the successful implementation of fiscal and economic reforms across MoFT. + Advise on ensuring the alignment of development partners' fiscal and economic assistance with policies and plans of SIG. + Participate in promoting a culture of professionalism, best practice, high performance, and excellence and contribute to discussions on proposed fiscal and economic reforms in MoFT. + Support consultations and liaise with other key stakeholders to ensure that DFAT-funded assistance aligns with the SIG’s fiscal and economic reform priorities. + Attend meetings with senior officials, sector organizations, and other relevant stakeholders about key economic and fiscal reforms, and any economic and fiscal assistance by donors, as required. + Assist in the coordination with key project proponents, the private sector, development institutions, and bilateral partners to prioritise the programs and projects with the greatest fiscal and economic impact. + Provide support in identifying potential blockages to the implementation of economic and fiscal reforms and contribute to designing workable solutions. + Assist in identifying potential areas of risks for the Budget Division and/or MoFT Permanent Secretary with regards to fiscal and economic reforms and support the development of risk mitigation strategies. + Work in coordination with other technical advisers as required/appropriate. + Perform any other duties as requested by the Budget Division. **General** + Other duties as requested by MoFT Permanent Secretary About You + We are seeking an individual for this strategic position who brings: + A degree or higher qualification in accountancy, or public financial management, or related field. + Seven (7) years relevant professional experience, in reviewing policy and developing regulatory frameworks. + Proven skills in reviewing and developing public financial management policy and procedures. + A commitment to, and proficiency in, mentoring and skills transfer. + Demonstrated understanding of the policy and regulation development in Solomon Islands. + Highly developed interpersonal skills with an ability to communicate effectively with people from different social, ethnic, and cultural backgrounds and experience in policy development in a developing country context, preferably in the Pacific region. _Don’t meet every single requirement?
