DOTD is one of the largest state departments with a budget of approximately $3.2 billion dollars (includes $2.5 billion for the Capital Outlay Budget) and approximately 4,300 employees with major objectives being to deliver transportation and public works systems that enhance quality of life and facilitate economic growth while also earning the trust and respect of those we serve: customers, public officials and colleagues. The Budget Section is responsible for directing all budget work of the Department and is also responsible for the preparation of the Recommended Executive Budget Request. Budget preparation and implementation for all budget units within DOTD is extremely complex because of the multiplicity of programs, funding sources, matching ratios, and interagency transfers of funds. The Federal Aid Unit is responsible for managing all of the Federal Aid Program funding appropriated by the Federal Highway Administration (FHWA) to the Louisiana DOTD for construction projects in the Capital Outlay Act identified by the department’s Priority Program. Additionally, the incumbent interacts with the local FHW A, DOTD project managers, and department heads in getting funding authorized on approved delivered projects or modified for on-going federal projects. The incumbent is primarily responsible for assisting the Budget Administrator 1 (Federal Aid) in monitoring all federally funded projects from their inception to their closing. This requires extensive knowledge and familiarity with the rules and regulations governing projects and programs funded by the Federal Highway Administration. The incumbent also serves as lead worker over other analysts within the Budget Analyst 1-3 training series in the processing of project agreements, funding modifications and final vouchers on Federal Projects. While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. Examples of Work 50% Directs the preparation of all FHW A funding activities in the LaGov and Fiscal Management Information System (FMIS) financial systems for the Department. This includes, but not limited to: + Justify to FHWA actions taken by DOTD regarding expenditure of funds. Maintain up-to-date Federal balances for utilization in the administration of the Federal Aid Program, provide information and advises middle and upper management within the Department and various municipalities regarding the amounts available for utilization, amounts utilized to date and any other information which may be required. + Reviews and examines the balances of federal funding sources and categories for the availability of sufficient funds to finance the remaining projects for the fiscal year. + Tracks the active projects in LaGov to maintain the fund tracking. This helps ensure accurate fund balance when the need arises to transfer a certain obligation from an active project to another active project. + Runs the RASPS Unbilled and the Residual report in LaGov to verify and validate projects that are eligible to be modified to increase federal funding. This ensures that the federal funds are up to authorized amounts with the active expenditures and billings from the Financial Services Section. + Accesses the FHWA FMIS database to generate a Wl0A report which includes: Total Formula Obligation Limitation, Obligations to Date, and the Unobligated Balance of Advanced Construction. The WI 0A report is saved daily into the server file for reference. 35% Coordinates initial assignments and the processing of funding requests on FHWA Federal Projects on behalf of the Department. This includes, but not limited to: + Manages and reviews the training series Budget Analysts' Plans, Specifications and Agreement (PSA) packages for initial Fl-IWA authorization. This PSA package represents the Department's official request for federal participation in highway projects and related programs. This process requires coordination with the Contracts and Specifications, Road Design, Bridge Design, Railroad, Real Estate and Utility sections, Construction and Maintenance units, and FHW A. + Manages and reviews the training series Budget Analysts' Modified Project Agreements (MPA) upon an approved request from the Real Estate, Contracts and Specifications, or Construction Estimates Sections to modify funding to the project cost. The MPA can reflect the compensation costs of projects through Extra Work Letters (EWL), Supplemental Agreement (SA), Task Orders (TO), Plan Changes, and Change in Cost for Right-of-Way and Utility Relocation. The incumbent must examine the validity of any requests and be prepared to question the need to encumber these funding requests in the event the examination raises inconsistencies. + Manages and reviews the training series Budget Analyst' Final Voucher (FV) to ensure proper closure of the project. This procedure necessitates correlating computerized information from the LaGov reports, Financial Services, Environmental, Design, Right-of-Way, Audit ru1d Construction Estimates Sections, with the availability of funds or lack of federal funding sources. The Final Voucher (FV) is then prepared and sent to FHW A for their review and acceptance. In some instances, it is necessary to re-open closed files when additional costs are presented to the Department for payment. The incumbent will then have to recalculate and submit a Post-Final Voucher (PFV) to the FHW A. + Coordinates the Damage Inspection Report numbers (DIRs) with the DOTD Office of Operations, Emergency Operations, Program Manager. This DIR# is detailed in the FMIS database for reference in authorization of Emergency Relief(ER) projects to ensure project eligibility for Federal Emergency Relief obligations. All processes above are entered electronically into LaGov for daily interface to the Fiscal Management Information System (FMIS) at the FHW A Division office for their approval and concurrence of the funding authorization. FMIS is utilized by FHW A, various Federal and State branches of Government, special interest groups such as the American Association of State Highway and Transportation Officials (AASHTO) to track the life of a project from inception to completion. 10% Provides instruction and information to personnel from Construction Estimates, Real Estate and Utilities, Railroad and Environmental Sections, regarding permits and clearances required for project authorization from FHW A. This includes, but not limited to: + Notifies appropriate personnel, entity or agency of documentation and specifications required in receiving authorization and approval to obtain reimbursement of Federal Funds. + Assists in the development and maintenance of the State Transportation Improvement Program (STIP), by informing Highway Needs of inaccuracy or omissions. All new Federally funded projects and phases must be included in the STIP to obtain Federal Authorization. + Extensive knowledge and familiarity with the rules and regulations governing projects and programs funded by FHWA and have a working knowledge of TIMED projects, Transportation Trust Fund and Capital Outlay. + Review and examine the Federal-Aid Project End Date. Work with various Sections within DOTD regarding the status of the Project End Date for needed revisions and updates. 5% May be required to perform other duties as necessary including, but not limited to, serving as an expert/liaison between the Federal Aid unit and DOTD's emergency response section.
