The Office of Supportive/Affordable Housing and Services (OSAHS) assist former homeless clients succeed in permanent housing by providing access to permanent housing with support services.
OSAHS works closely with divisions of Human Resource Administration (HRA) and other governmental and non-governmental service providers to create new programs and to integrate and refine existing services, so the people it serves can achieve their maximum functional capacity. Program areas under OSAHS’s purview include the design and implementation of the Mayor’s 15,000-unit supportive housing commitment, master leasing services for former homeless senior citizens and developing innovative housing models to house in need individuals and families.
OSAHS supports and coordinates the development of supportive housing, provides services for senior affordable housing residents and other related series. Supportive housing is affordable housing with supportive services, including both mental and physical healthcare access, alcohol and substance use programs, and other social services.
The Office of Affordable/Supportive Housing and Services is recruiting for two (2) Associate Staff Analysts to function as Budget Analysts who will support the portfolio of existing and expanding affordable, senior, supportive and SRO housing programs that are all managed by OSAHS.
Under the supervision of the Director of Contract Budgets, the Budget Analyst will:
- Review and analyze programmatic and fiscal reports, annual budgets and budget modifications, contract accruals and expenditures, and coordinate the annual review/closed-out for all program areas within OSAHS.
- Coordinate budget and financial requests and reviews from DSS/HRA units, including ACCO, Audit, Compliance, and Budget/Finance, working closely with program areas to provide accurate and timely responses.
- Develop budget performance evaluations, budget contract documents for new affordable and supportive housing contracts and the renewal or amendment of existing contracts.
- Develop and support training needs for program staff related to City, DSS/HRA budget and financial procedures; provide guidance and training to OSAHS contracted providers as requested by program area Executive Directors.
- Analyze program budgets and new financial initiatives (State and/or City) for amending provider contract budgets.
- In coordination with program areas, process program budgets and actions in DSS procurement and budget systems (i.e. Passport, HHS Accelerator).
- Generate reports and data as requested by Director.
- Participate on committees to review proposals submitted in response to RFPs procured through HRA, with special focus on services in supportive and affordable housing.
- Perform other related duties as directed by Director of Contracts.

Hours/Schedule: 9:00am-17:00pm (Flexible)
Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
