Summary About the Position: The Walla Walla District has a professional civilian workforce comprised of more than 900 personnel in engineering, scientific, technician, trades/crafts, and administrative support staff positions which help manage local water resources for navigation, flood control, disaster assistance, hydroelectric power generation, and other natural and heritage areas. Responsibilities Performs a variety of budget and accounting functions in the formulation, execution, and review within Operations Division including hydropower, recreation, navigation, fisheries, natural resources, wildlife, and business support sections. Reviews, evaluates and executes budget requests/actions. Monitors and tracks obligations and expenditures in automated project management and financial systems throughout the execution phase of the annual operating budget. Serves as fund control officer for the various sections, providing explanations and guidance on procedures for preparation of documents. Reviews resources and schedules to ensure funds are on track with budget plans. Increases resources as necessary to avoid ratifications and financial over commitments. Analyzes input budgetary data, weighs cost factors, evaluates current trends and projects and anticipates other requirements Verifies that obligations and expenditures occur in a timely basis in accordance with the annual work plan and regulatory controls and are within the amount programmed. Recommends transfer of funds between elements of resource and accounts within the same program when funds are needed for adjustment to balance to actual performance. Specialized Experience: One year of specialized experience which includes (1) Assisting in forecasting and budgeting various types of funding. (2) Providing regulatory assistance on budgetary matters. (3) Assisting in analysis of budgetary data to identify trends. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Economics and Statistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
