Summary Amend VA closing date to 11/22/2024. About the Position: This position is with the 412th Theater Engineer Command, 412th Mission Support Element located in Vicksburg, Mississippi. Responsibilities Serve as a Budget Analyst in a brigade sized element or equivalent. Exercise daily fund control and resource management through accounting, budgeting, and management-financial reporting programs. Exercise responsibility for the formulation and execution of the funding programs as they pertain to mission requirements. Manage various types of financial management programs and relative transactions for the organization. Represent the organization at resources management conferences and meetings. Develop policies and procedures for the implementation of the organization’s program budget process. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes managing financial programs to ensure full utilization of funds; developing basic procedures or policies for the organization's budget process; providing advice to management on budgetary matters; validating that funds are available to meet mission requirements; utilizing web-based systems to perform a wide variety of budgetary and analytical tasks, such as General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), or Government Travel Card (GTC); analyzing budget reports and recommending solutions to problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Auditing, Contracting and Financial Analysis. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Execution Budget Formulation, Justification, and Presentation Financial Management Oral Communication Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Current permanent Federal employees applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.
