About the Position: Serves as a Budget Analyst for the Command with overall responsibilities for formulating, executing, and justifying a major segment of the command's budget for one or more funds (e.g., Operations and Maintenance (O&M), reimbursable, revolving, investment, FMS, etc.) which includes providing financial advisory services. Responsibilities Serve as a senior analyst and subject matter expert performing budgeting, programming, and day-to-day financial management operations in support of the mission. Manage the development of policy guidance and instructions for the preparation and submission of budget estimates. Participate in cross-functional teams within the Command on diverse matters impacting mission areas. Develop and execute command budget resources to assure accomplishment in all phases of program. Identify existing or potential funding problems areas and recommend corrective actions. Provide advice to superiors pertaining to financial management, business management, and trend analysis. Formulate and recommend changes in policies and relationships with a view towards obtaining maximum effectiveness in coordination and control. Specialized Experience: One year of specialized experience which includes: 1) Monitoring budget execution to develop budgetary plans through automated financial systems; 2) Analyzing budget data to ensure compliance with statutory/regulatory guidance; 3) Identifying budgetary issues from financial reports to direct corrective action or preventative measures; AND 4) Presenting budget analysis and recommend financial management solutions to leadership that impact program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Management Financial Management Systems Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
