Summary Work independently in the formulation, presentation and execution phases of the budget program and to present solutions or recommendations that are sound, complete and in conformity with established budget policy or procedures. The work involves budget formulation and execution for the Miami VA hospital and affiliates. Responsibilities Duties include but are not limited to: Provides advice, guidance, and categorized amounts of funding that is available for each nationally aligned Center, research program or project department, project, and program staffs on budget formulation and presentation. Inform continuants of the type of accessible funding authorities, deadlines, expenditures, and related changes. Present recommendations and direction to management on the status and accessibility of funds in different budget accounts and all aspects of the budget, research proposal and request processes. Assembles and/or develops background data and documentation on support of requested program budgets for reference and evidence in organizational budget meetings. Prepare reports of analysis, making recommendations for remedial action. Identify differences between current spending and the projected estimate. Recommends adjustments to accommodate future needs. Participates in the entire process of funds control to include planning for restrictions and revisions to original budget plans, preparation of cost ceiling distribution for operating officials, recommendation for changes to original planned distributions, preparations of estimates involving changes due to new legislation or programs. Develops management reports for presentation to the Budget committee, explains deviations, and if warranted recommends revisions. Ensures data submitted in support of budget estimates or requests accurately correlate with source documents (e.g., employment statistics, project reports, payroll records, and supply inventory records). Reviews, edits and consolidates multi-year budget estimates for assigned organizations and research programs and/or projects into a consolidated budget request at the Miami VAMC. Provides guidance and procedural instructions to investigators and other staff regarding budget submissions. Researches, compiles, summarizes, and processes requests and enters data concerning personnel salaries, expenses and similar object class and line item information needed for formulation of budget estimates involving; annual salaries projections; and anticipated projects reimbursements for various programs. Monitors receipt of grant funds; use and rate of expenditure of budget funds; and Center distributions from Reviews written documents and accounting records; computes receipt rates, obligations and expenditure of funds. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Minimum Qualifications GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop budget estimates; Coordinates the formulation and presentation of budgets; Generate a variety of reports covering the current status and projections of funds, expenses, and obligations; Analyze financial statements and other accounting reports, correlating and verifying information; Assists with the allocation and management of single, revolving and multiyear funds; Analyze actual expenditures compared to the budget plan; Develop proposals for budgetary adjustments; Research and resolve discrepancies between the various ledgers and make necessary adjustments; Perform Government Purchase Card procurement from Center accounts, recording and receiving purchases and reconciling bank statements; Analyze data pertaining to the budgets; Perform actions concerning budget estimates, obligations, allotments, costs, FTE ceiling, and position controls. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if relate. OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is primarily sedentary but includes some walking, standing, bending and carrying such items such as books, papers, and computer reports are also required. The work is performed in a typical office setting, and at various points throughout the Medical Center, off-site leased space and Outpatient Clinics.
