Budget Analyst
Summary The Budget Analyst position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component/facility. The position is located in the Tennessee Valley Healthcare System. Responsibilities As a Budget Analyst you will apply budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component/facility. Responsible for providing advice and guidance to program and line managers and reviewing the facility budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Major duties include but are not limited to: Responsible for budget formulation, review and execution. Prepares local budget instructions/policies/budget analysis/documentation. Monitors trends & reports statistical data. Works in conjunction with the Senior Budget Analyst for Budget execution of funds to control points and analyzes trends. Conducts analysis, audits and research on current and future cost data. Prepare working papers , spreadsheets , share-point sites for control and analysis by service chiefs and management using a variety of software applications such as Excel, Access, Word and Power Point. Assist in the development , review and execution of the financial plans for the operation of a medical center or other large multi-faceted corporate entity. Performs comprehensive examinations of budget estimates and makes recommendations to Senior Budget Officer and Chief Fiscal. Communicate with a variety of individuals from varying backgrounds (medical center staff, volunteers, patients, visitors) in a courteous, tactful and respectful manner. Render technical advice and assistance in the areas of budget , accounting ,payroll , travel & revenue activity. Prepares budget presentations for Budget Summit and provides any other budget analysis/documentation as needed. Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives. Develop specific objectives and devise new methods, techniques and criteria in relation to acquiring information, analyzing data , modifying systems and developing solutions . Present findings. Review and analyze automated financial and performance data to monitor for accuracy, trends and process variation. Work Schedule: 8:00am - 4:30pm Full Time Remote: This is a remote position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: utilizing knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals. Experience demonstrating the knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Experience demonstrating knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls. Experience demonstrating of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D, or equivalent doctoral degree, or successfully completed three full years of progressively higher level graduate level education leading to such a degree, or LL.M, if related. (Copy of transcripts must be submitted.) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.. You will be rated on the following Competencies for this position: Analysis and Problem Solving Budget Administration Control of Funds Financial Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
