Budget Analyst
**Position Duties:** Serves as a Budget Analyst in the Resource Management Division of Watervliet Arsenal (WVA). Provides technical assistance on matters concerning budgetary policies, laws and regulations. Provides a range of advisory/analytical services concerning budget, workload, direct labor hour, and financial management initiatives. Compiles, consolidates, reviews and analyzes budget and manpower estimates from WVA components. Evaluates data submitted for consistence with funding levels. Revises data as needed based on workload levels. Checks the accuracy and adequacy of budget justification submitted by WVA components in support of budget requests and in needed requests further justification to support budgetary requirements. Validates new orders, workload, carryover, financial, labor hours and manpower requirements, and justifications to ensure compliance with all budgetary guidance. Major Duties: Participates in the development, execution, analysis and evaluation of the annual financial and budget programs each fiscal year. Prepares the annual Internal Operating Budget (IOB) and Army Working Capital Fund (AWCF) budget in accordance with budgetary requirements to fund operating costs for the WVA to accomplish the manufacturing mission and support functions. Prepares a variety of regular and one-time reports on program status. Gathers information from a wide variety of sources, integrates programs status indicators to produce overview of total program in detail as required for decision making. Performs monthly, quarterly, and year-end analyses of AWCF/IOB execution. Analyzes, monitors, and tracks expenses, and net operating result to ensure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget. Analyzes monthly variances to determine the impact of changing forecasts on internal workloads and budgets to ensure proper balance between operation revenues and costs. Analyze basic regulations, directives, program guidance, fiscal and budgetary policies and guidelines established by higher echelons. Reviews budget estimates submitted by Arsenal organizations for completeness and adherence to specific budget guidance. Performs rigorous analysis of budget requests by employing techniques such as cost benefit analysis, program trade-off, and exploring alternative methods of funding. Performs analysis of performance, program status, and trends against programmed missions, and utilization of resources in relation to program accomplishments and mission objectives. Provides financial data to the supervisor/lead for consideration in policy planning and operating decisions. Prepares analysis and resource utilization reports. Reconciles or resolves differences with operating managers as needed. Performs other duties as assigned. **Work Environment, Physical Demands, and Mental Demands:** Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. The ability to carry books and papers to and from conferences in different Government buildings and offices. Procedure Compliance - Each employee must read, understand and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her position. **Essential Duties:** + Bachelor’s degree in Business, Accounting, Finance, or have 5+ years of experience in a position. + Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location. + Strong Microsoft Office software skills, especially Microsoft Excel + Preferred but not required to have experience with using ERP and/or accounting software such as SAP, MS Great Plains, MS Dynamics, Oracle, etc. + Data analysis, and budgeting skills + Strong math skills + Must pass a pre-employment background check and drug screen. + Must be able to speak, read and write English.
