About this agency Responsibilities Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located within the Budget, Forecasting and Planning Unit in the Division of the Treasurer, Office of the Chief Financial Officer (OCFO) and reports directly to EXIM's Budget and Financial Planning Director. The Budget, Forecasting and Planning Unit is responsible for formulating and executing the Bank's budget; as well as monitoring and reporting on offsetting collections and actual activity with regard to spending limitations set by Congress for program subsidies, administrative expense, and entertainment expense. BFP is also responsible for modeling subsidy cash flows, modeling pricing estimates on EXIM transactions and new programs and servicing portfolio transactions in the financial systems. BFP also prepares various reports required by the Bank's senior management, the Office of Management and Budget (OMB), and Congress regarding the status of the Bank's budget. At the full performance level, duties include, but are not limited to: Budget Justification and Direction Provides expert advice and guidance on the interpretation of all aspects of Congressional legislation, regulatory directives, and procedural requirements for the formulation, justification, presentation, and execution of EXIM's Appropriations. Review, studies, interprets Congressional legislation including preparation of narrative and other statistical justification in support of budget requests, preparation of testimony and/or supporting data for EXIM officials scheduled to appear before Congressional budgetary questions, and re-aligning the EXIM programs to conform to Congressional directives. Budget Planning and Formulation Plans, prepares, and presents budget requests to OMB, and to various Congressional appropriations committees. Provides expert guidance and assistance in support of the development of long-range program and budgeting plans for EXIM funds to sustain and support EXIM's programs. Responsible for the preparation of the Bank's annual program budget request, monitoring the diversified programs of the Bank including various types of loans, guarantees, and insurance requiring special knowledge and separate techniques for each and has responsibility for the Bank's obligations and authorizations. Responsible for development and drafting of the EXIM Budget Request to OMB, the Congressional Budget Justification to Congress, presentations to OMB and Congress on EXIM budget requests and responding to OMB and Congressional committee inquiries and questions for the record. Preparation of budget requests include analyzing the relative costs and benefits of alternative program plans; preparing allotments and sub-allotments of funds for distribution; confirming the accuracy and validity of obligations and expenditures; and check the propriety of commitments. Budget Execution Provides expert budget execution review and analysis supporting EXIM programs through continual analyses and interpretation of Congressional legislation and OMB directives. Prepares the EXIM Budget Year funding plan, releases the annual EXIM programs to EXIM Leadership for execution, maintains continuous contact with components to ensure program objectives relate to funds available, recommends major reprogramming of funds to EXIM Leadership to ensure adequate and efficient distribution of resources and informs components of any potential or immediate change in plans and policies. Responsible for calculating subsidy costs of each new and amended transactions approved by the Bank. In addition, the analyst is responsible for the preparation of a variety of reports required by the Office of Management and Budget and the Department of Treasury. Analyzing data and other information to effectively communicate (both orally and in writing) financial and budget execution concepts. Other duties as assigned Performing special assignments that are of major significance in the accomplishment of the EXIM mission. Requirements Conditions of Employment Qualifications Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes: Experience in all phases of the budget process including planning, analysis, formulation, justification, execution, and review of plans and federal or non-federal appropriations; Experience in utilizing qualitative and/or quantitative methods to provide analysis and recommendations for budgeting policies and organizational programs to internal/external stakeholders; Experience in continuous interpretation and application of Congressional legislation and Federal directives in the execution of budget activities; AND Experience in providing various reports on economic, financial, and transaction specific data. Education cannot be substituted for experience at the GS-14 grade level.
