Summary This position is located at Bureau of Engraving and Printing, within the Associate Director - Manufacturing. As a Budget Analyst, you will be responsible for a wide variety of activities associated with budget formulation, presentation, and execution for a large, complex substantive program of national scope and global impact. Responsibilities The BEP is currently in the process of having a new facility built in Beltsville, MD and expect to move to the new facility within the next 5 years. If selected, you may be sent and/or reassigned to the new Beltsville facility. By applying to this position, you understand this potential requirement. As a Budget Analyst, you will: Provide leadership and guidance to technical and functional leadership with respect to identifying and gathering information for the purpose of determining budgetary resources needed to define and execute these programs and activities. Use programmatic data and insights as to broad objectives/priorities gathered via continuing discussions to develop and formulate budget estimates for single cycle and multi-year programs and activities in accordance with timelines established by the BEP Chief Financial Officer (CFO) (ES-0505). Provide authoritative advice to program leadership to ensure available fiscal resources are allocated to functions and initiatives consistent with objectives and priorities established in strategic plans. Exercise administrative control of funds to promote efficiency and economy and to prevent the need for supplemental appropriations or lapses of budget authority. Maintain effective and ongoing communications across the program community and with BEP to monitor and facilitate appropriate and effective execution of Operating and Capital budgets. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as experience: Formulating a budget (for example, resource planning, providing justifications, quantifying business requirements, developing financial plans, briefing stakeholders on issues impacting the budget); AND Executing a budget (for example, conducting and monitoring activities to ensure actual execution is consistent with plans, staying abreast of changes impacting plans, identifying and initiating reprogramming of funds, tracking and reporting actual progress vs. planned obligations, ensuring actual executions remains within budgetary constraints); AND Ensuring obligations and expenditures are made in compliance with an organizations budgetary operations and policies as well as existing laws and regulations. As such, all BEP employees must take leave for workdays during the shutdown period. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
