Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a BUDGET ANALYST, Position Description Number PDD2970000 and is part of the Mississippi National Guard. Responsibilities As a BUDGET ANALYST, GS-0560-11, you will provide oversight and guidance to the budget formulation and execution process for the AVCRAD and AVCRAD regional support area. The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for the organization. This position accomplishes budget functions in support of organizational and Federal National Guard operations, training, and readiness missions. 1. Provides management oversight to the budget process, including planning, programming, budgeting, allocation, and execution of funds. Reviews annual appropriation and authorization legislation to determine congressional intent. Reviews and interprets higher headquarters' orders, guidelines and directives, and policies and precedents to assess impact on State programs. Prepares budget requests consistent with guidance issued by NGB, USPFO and State Resources for Resource Manager review and approval. Advises Program Managers (PMs), Human Resources (HR) and senior leadership on the appropriate use of discretionary funds consistent with fiscal law and AVCRAD support region requirements. 2. Produces monthly reports and summary reports on annual funding programs and allotment for AVCRAD accounts to the Resource Manager. Develops and utilizes effective internal controls to mitigate risk and prevent or identify and correct misstatements, specifically within Cooperative Agreements. Develops processes and guidance in unique situations without specific guidance. 3. Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. 4. Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Prepares requests to NGB and USPFO for budget activity transfers directed by the AG and the PBAC. Trains ARNG personnel in budget and financial management principles, techniques, responsibilities, distribution, and accounting for federal funds. 5. Provides technical budgetary advice and assistance to federal and state agencies as requested. Works with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment. Serves as primary technical expert for administration requirements, using cost principles and audit requirements for Federal Awards. Serves at the primary technical expert for issues relating to Cooperative Agreements, including processing payroll advances, reimbursements, and other appendix needs. 6. Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Exercises primary oversight of program manager appointments and delegations of authority. 7. Performs other duties as assigned. Requirements Conditions of Employment This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. Military Grades: E6-E8 CONDITIONS OF EMPLOYMENT & NOTES: 1. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). Knowledge of agency operating programs; Knowledge of financial principles, methods, techniques, and systems; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in training, mentoring, and problem solving; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least 36 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
