Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Budget Execution Office in Charlottesville, Virginia. Responsibilities Analyze budget estimates and supporting data. Provide recommendations for funding programs to assure compliance with regulatory and legal limitations and restrictions, and with policies and directives. Interpret policy and apply regulations to the budgetary program of the National Ground Intelligence Center. Execute and assist in the formulation and justification of annual and multi-year budget appropriations. Monitor budgetary commitments, obligations, and expenditures. Serve as a senior analyst providing budget and manpower management guidance and technical oversight to staff and leadership. Monitor civilian payroll, personnel actions, supply requisitions, travel orders and other programs to ensure compliance with program budget. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as formulation, justification, presentation and/or execution of an organization's budget; perform budget administration duties which include budget review and analysis functions; and preparing preliminary budget estimates and/or justifications. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Communications Concepts, Policies, and Principles of Budget Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be eligible for, receive, and retain a TOP SECRET/Single Scope Background Investigation (TS/SSBI), with access to Sensitive Compartmented Information (SCI). Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008). This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
