About the Position: This position is with the U.S. Army Sustainment Command, 407th Army Field Support Brigade, Logistics Readiness Center, JB LAFB-SAM HOUSTON, Soto Cano Division located in HONDURAS. This position is a TERM Not to Exceed 13 months position. Please see "Additional Information" section below for further details. Responsibilities Evaluate programmed distribution of available funds submitted by program directors against mission and/or workload objectives. Ensure the distribution of funds received from higher headquarters is in accordance with approved programs. Ensure appropriate financial management procedures are followed which provide for continual review and surveillance of fund distributions. Interpret budget policies, directives, and/or regulations received from higher headquarters. Analyze narrative justification statements for overall adequacy and/or compliance with prescribed laws, policies, and/or regulations. Locate and/or analyze budget data utilizing various financial systems. Produce reports in various financial systems. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Analyzing fund utilization to ensure proper execution; (2) Interpreting financial, accounting and/or budgetary laws and/or regulations on the development and/or execution of the budget, (3) Utilizing automated software to locate and/or analyze data pertaining to the budgets for an assigned program; and (4) Identifying and/or resolving budgetary problems or recommending alternative courses of actions to solve budgetary problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR, Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, or Finance. (Note: You must attach a copy of your transcripts.) OR, Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification & Presentation Concepts, Policies and Principles of Budget Financial Management Systems Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (13 months) by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
