Responsibilities Performs a variety of budget administration functions in the formulation, execution and review of the Civil Works Operation and Maintenance, General Regulatory, Emergency Management, and Overhead accounts. Review and track status of obligations and expenditures for Civil Works Operation and Maintenance, General Regulatory, and Emergency Management appropriations received in the Kansas City District Advises managers and program/project managers on requirements for the preparation, documentation, and submission of budget requests. Coordinate funds request between District management, program/project managers, and customers. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09: You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1.) Developing simple budget estimates 2.) Monitoring budget execution 3) Applying policies and procedures for simple purchases. OR have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics; OR a combination of specialized experience and education to include having the specialized experience, but less than one year and at least one year of graduate education as described above but less than the required two years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. To qualify at the GS-11: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1.) Applying commonly used fiscal law, policies and procedures 2) formulating, compiling and developing budget estimates; 3) monitoring and analyzing budget execution; OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics. (Note you must attach a copy of your transcripts.); OR a combination of specialized experience and education to include having the specialized experience, but less than one year and at least two years of graduate education as described above but less than the required three years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You will be evaluated on the basis of your level of competency in the following areas: Accounting Budget Administration Budget Execution Budget Formulation, Justification, and Presentation Cost Accounting Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-07). Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
