Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Mission Support Directorate, Financial Management Division, located in the following locations. Dallas, TX Glynco, GA Indianapolis, IN Responsibilities CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime. This position starts at a salary of $124,531.00 (GS-14, Step 1) to $161,889.00 (GS-14, Step 10). In this position, you will serve as a Senior Budget Analyst in Execution Branch, Financial Management Division, Mission Readiness Directorate. You are responsible for providing expert advice and assistance to managers and budget staff on all phases of the budget program and is often seen as the agency technical expert on Appropriation Law and accountability. Major duties may include, but are not limited to: Serving as a Subject Matter Expert (SME) by providing advice on comprehensive technical, analytical, administrative, and budgetary problems and procedures; preparing memoranda or other issuance stating the Directorate and Office position; representing the Branch's top-level studies and projects crossing organizational lines. Managing the preparation of written guidance, analyses, reviewing documents requiring the approval of the Directorate's senior managers and is responsible for advising them of the existence of potential congressional impact, nature, and extent of possible ramifications of proposed policies or courses of actions. Tracking progress of allocations, pulls financial report, and evaluating continual changes in financial plans. Leading other staff in analyzing the financial and budgetary relationships to develop recommendations for financial spend and/or budget actions. Using CBP and OT financial systems, to include Systems, Applications, and Products, Budget Formulation and Execution System, and Concur Gov, for funding execution; advising management on the status/availability of funds; and preparing reports on program, budget, obligations, commitments, and expenses. Reviewing program change requests for funding and proposed staffing levels in relation to current obligations and expenditures. Assessing the impact and accountability of proposed or enacted changes in programs and regulations on salaries, travel, benefits, overtime, and related expenses on the budget. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Demonstrating knowledge of financial management theory, statistical procedures, organizational skills to plan, lead, manage or execute the most difficult projects to improve existing methods and create new criteria to measure program accomplishments. Providing knowledge of Congressional, Department, and organization budget processes, procedures and requirements to formulate, justify and monitor the execution of the agency's administrative budget and advise agency managers on budgetary alternatives affecting administration and staffing. Organizing work assignments and assisting the supervisor and higher graded analysts in developing briefing material and deliverables. Analyzing, interpreting, and applying complex legislative, policy and regulatory decisions to develop budgetary plans, policies, and guidance necessary to adjust the budget.
