BUDGET ANALYST
U.S. Northern Command
Summary The primary purpose of this position is to serve as a Combatant Command (COCOM) level Senior Budget Manager for the North American Air Defense (NORAD) and United States Northern Command (USNORTHCOM) Cyberspace Operations Directorate (N&NC/J6), involves formulation, justification, analyzing and managing the execution of the Directorate's budget as it relates to the conduct of the Command's missions. Assists in developing and establishing assigned Directorate's fiscal policy and guidance. Responsibilities Manages functions and operations relating to the budget management and technical oversight for the development of costs estimates associated with multi-year requirements for the NORAD and USNORTHCOM Cyberspace Operations Directorate. Plans, organizes, and deconflicts the activities of the budget execution section, ensuring the Directorate's budgetary and investment management program complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and budgetary objectives. Serves as primary J6 liaison with all N&NC/J6 Divisions in evaluating and analyzing budget submission, justification and execution practices. Provides results of studies, analyses, and evaluations to other directorates to share experiences and resolve controversial issues, and thereby improve overall fiscal planning. Interfaces with Cyberspace Operations personnel, other Directorates within NORAD and USNORTHCOM and external agencies / partners to plan for funding usage levels and budget execution. Keeps all interested parties informed of funding usage levels and status of budget execution. Oversees the Defense Travel System (DTS), Government Travel Card (GTC) and Government Purchase Card (GPC) programs for the Directorate. Manages the DTS program as the Lead Program Administrator, Certifying Officer, Budget Officer and Approving Official. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of Congressional, OSD, Joint Staff, Service, and Unified Command planning, programming, and budgeting systems and requirements generation processes sufficient in applying concepts, principles, practices of a wide range of Congressional, DOD, and Service policies/regulations/laws to formulate requirements, acquisitions, budget submission and justification, financial management, budgeting, planning, and programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of Department of Defense policies, regulations, and laws related to financial management, budgeting, planning and programming, and budget execution. Ability to communicate effectively both orally and in writing to negotiate complex issues, and maintain good working relations with co-workers, subordinates, and supervisors. Knowledge of Defense, Joint and Service Staff budget management policies and procedures. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and organize the entire process in briefings, papers, or reports provided for top management and decision-making. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, 0MB Circulars, and Congressional legislation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
