License and Certification Qualifications: None RequiredEducation Qualifications: Bachelor's degree in related field required.Experience Qualifications: Five years progressive accounting, governmental accounting, and financial reporting experience required. Experience with general ledger or HR/payroll experience with PeopleSoft or other Enterprise Resource Planning (ERP) systems preferred.Skills Qualifications: Knowledge of generally accepted accounting principles; ability to write reports, business correspondence, and procedural manuals; ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions, to practical situations; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form; ability to interpret and analyze financial and statistical data; ability to handle sensitive data in a confidential manner; ability to analyze existing processes, identify areas for improvement, and design and implement process improvement initiatives; knowledge of Microsoft and PeopleSoft applications; ability to act as a representative of Gwinnett County Public Schools (GCPS); and ability to handle sensitive financial data in a confidential manner.Primary Responsibilities: Coordinate the functions associated with the accounting of Gwinnett County Public Schools (GCPS) positions as it relates to budgeting and position control.I. Coordinate and oversee the position control processes for the district.a. Maintain the Position Control System and position rosters for the district.2. Coordinate the annual budget development process for all district positions.3. Review and prepare the monthly reconciliation of all district positions.4. Review and process payroll code corrections and prepare monthly reconciliation.5. Assign position and job codes to all budgeted positions.a. Work with Payroll Services and Compensation Administration to produce and setup job codes for all budgeted positions.6. Provide technical assistance to personnel with respect to roster management.a. Ensure world-class customer service is provided by the Budgets Department.b. Research, review, and respond to customer inquiries in an accurate and timely manner. 7. Assist with new projects as assigned.8. Perform other duties as assigned. Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk.
