With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the war fighter and their missions. People Manager Duties:

Responsible for a small team of budget analyst.Approve TimecardsMentor and manage team members

Budget Analyst Duties:

Performs a variety of administrative and analytical tasks in support of a contract program.Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program.Participates in establishing and defining program plan requirements.Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.Interacts regularly with customers and other industry representatives to ensure conformance to customer requirements.May perform business development activities.Participates in special projects as required.Performs financial analysis based on requirements (including but not limited to labor, procurements, travel, and other direct charges) and tracks execution against contract.Develops financial expenditure reports, tracks spending execution, and projects future expenditures against contract budget.Serves as technical and budget subject matter expert client decision makers, recommends courses of action, and identifies areas for further investigation.Generates recommendations in the form of technical and financial briefings, reports, and other major documents provided to senior level client personnel.Identifies emerging relevant technologies that may result in improvements and/or cost savings to current processes and systems.Writes and updates standard operating procedures for SAS, Spend Plan, CFSR B016, Budget, Bid vs Actuals Report, Materials Report, Travel Report, and other program finance related functions.  Documentation including system procedures, presentations, and training materials.Work closely with other functional departments such as contracts, subcontracts, procurement, program management as well as government customer.Assist with subcontract funding and invoicing tasks to include tracking cost against plan and monitoring spend rates.Review cost and complete adjustments to ensure labor and ODC are applied correctly.Must be able to prepare adjusting journal entries, reconcile various types of accounts and invoices in a timely manner.Participates in special projects as required.

Cost Estimation Duties:

Review cost quotes submitted in the BICES service calculator to ensure hours, materials, and travel requirements are correct and support the work associated with quote. Update cost quotes as needed based on review.Suggest and work closely with engineering to implement updates to the Cost Estimation tool.Work with Risk Manager to provide any information needed for JOC Brief.Successfully process budgetary estimates and ROMS through the BCO/PAG via email limiting turnaround times to two days or less.Provide BRMS with updates associated with the budgetary estimates and ROMs.Answer questions and researched any issues regarding the BRM's budgetary estimates and ROMS.Ensure all rates are up to date and accurate.

Required Qualifications: 

15+ years of related finance or business analysis experience.Must possess and maintain a SECRET clearance.Extensive MS PowerPoint and MS Excel experience.Ability to multi-task and take detailed notes.Ability to analyze data and recognize trends.Ability to provide clear, concise financial briefings to program management and government customerAbility to identify and implement process improvement opportunities for program-level cost management

Preferred Qualifications:

DoD contract experience preferred.IT environment experience.

The likely salary range for this position is $134,597 - $150,075. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
