SUMMARY: This position is assigned to the Environmental Management Office (EMO) within the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to provide functional analysis and administrative support in managing the organizational budget by serving as a consultant and advisor for the management and administration of budget programs within the organization, performing routine and continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization and organizational components. The secondary purpose for this position is to provide property book management to receive, issue, store, and otherwise manage organizational property.

MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
(1) Must be a member of the Idaho National Guard.Provide your military grade, job title, MOS/AFSC/AOC and unit of assignment.
(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state).Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 24-months of specialized experience performing duties
(1) Knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions, and policies of the organization and the agency.
(2) Knowledge of basic accounting methods, procedures, and techniques and the ability to implement knowledge to ensure that expenditures comply with authorized budget amounts, administrative restrictions, and proper accounting structure.
(3) Working knowledge in determining the language of appropriation acts and guidance from funding sources, appropriated project accounts, administrative restrictions, proper funds to be charged and the sufficiency of funds prior to budgeting expenditures within the separate fund accounts.
(4) Knowledge of supply, warehouse, and general logistics functions related to the receipt, storage, issue, and accountability of a variety of equipment and property, and familiarity with resourcing, ordering, and purchasing materials, supplies, fixtures, furniture, and equipment.
(5) Working knowledge of accounting software, the Microsoft Office suite, supply management software, budget management software, associated management reports and the ability to gather, enter, revise, correct, compile, and present information stored using this software or associated automated systems.
