The Opportunity:

 Laing O'Rourke is seeking a Building Control Lead to support project adherence with UK Building Regulations, the Building Safety Act's higher-risk regime, and awareness of new regulations and legislative changes.

The introduction of the Building Safety Act signals a time for the industry to act. We mustn't wait for the next tragedy to happen. We want to use our experience and knowledge not only to drive better building safety within our industry and for the people who use our buildings, but also to lead best practices in developing solutions that minimise the impact on projects.

The successful candidate will help guide and support project teams through building control applications and any building control determinations, inspections and approvals. This will include supporting as required resolution to any observations made by registered building inspectors and/or registered building control approvers, and the Building Safety Regulator. The role will include the review of submission documents and formulating responses to building control queries as required to support projects.

This is a leadership role, requiring a subject matter expert on building control procedures and building regulations, plus a strong working knowledge of regulations related to higher-risk buildings. It requires an individual that acts as the conscience of the business. The role exists to assist in setting and shaping the Quality and Build Safety culture.

What will the role look like?

Supporting projects in completing compliant building control applications. Supporting the maintenance of the Laing O'Rourke Building Safety Management System which includes procedures, processes, guidance and templates. Capitalise on lessons learned and learning from experience. Regularly update and refine documentation to reflect best practices and regulatory changes. Develop and implement standardised procedures and templates to streamline compliance efforts across projects. Supporting project compliance with UK Building Regulations, Building Safety Act and pertinently associated Secondary Legislation, and all relevant guidance. Continuously reviewing and interpreting regulations to provide clear and precise guidance to project teams and advise on the implications of new and existing regulations, ensuring compliance at all project stages. Monitoring and tracking changes in the regulatory landscape, communicating implications and necessary mitigations to the business. Stay informed about legislative developments and industry trends that may impact Building Safety. Supporting design management processes as required to ensure all design aspects comply with Building Regulations. Collaborate with project teams to discuss design submissions ahead of building control applications. Contributing to the development and review of Laing O'Rourke's minimum requirements, technical information notes, and guidance. Assist in drafting and updating internal compliance documentation to align with regulations, plus relevant standards and guidance. Review and provide feedback on technical information notes to ensure accuracy and relevance. Assessing and improving organisational and project-level understanding of UK Building Regulations and the Building Safety Act including associated Secondary Legislation. Support the development and delivery of comprehensive training programs on building regulations and safety standards. Evaluate the effectiveness of training initiatives and make improvements as needed.

What skills & experience are we looking for? 

Minimum of 10 years of experience in the built environment, preferably with major projects background. Significant experience as a building control professional. Exceptional communication skills, capable of guiding teams through complex regulatory frameworks and ensuring clear understanding across all project stages. Strong collaborative skills, with the ability to work effectively with internal teams and external consultants and stakeholders, to maintain compliance, and deliver projects to the highest standards. Excellent leadership, communication, and interpersonal skills. Demonstrated ability to develop and implement strategic initiatives. Business acumen and an ability to identify and articulate value and opportunities with a customer focus. Technical and Quality opportunity and risk management. Highly skilled and able to demonstrate an ability to prioritise and deliver in a complex and fast paced environment. Qualifications Degree in Building Surveying, Building Control, structural engineering, fire engineering or a closely related field is desirable. Must be a Class 2 or 3 Registered Building Inspector (RBI); preferably Class 3. Chartered (or working towards) Professional Membership with RIBA, CABE, RICS or equivalent. LABC Level 6 competency validation or an equivalent qualification is desirable
