DESCRIPTION:
Building Enclosure Federal Services Manager holds business development and project management duties within their assigned federal government market. Business development responsibilities include researching and pursuing new opportunities for growth, establishing new relationships with potential clients, creation of technical and price proposals, and maintaining existing client relationships. Management duties include team management and production scheduling for the discipline with the market, contract and Task Order management. Project management duties involve planning and executing a management plan specific to each project, delivering quality products and services to the client in a timely manner, and serving as the primary contact between SSR project team and the client.
ESSENTIAL FUNCTIONS:
• Manages all business development and operations of building enclosure services in the federal market
• Supports all SSR service line, market, and business development leaders in creating opportunities, developing relationships, and booking new work for SSR
• Researches and investigates potential opportunities; pursues projects desirable to the program
• Networks throughout the industry to identify opportunities and continuously builds relationships
• Develops strategies on how SSR will gain opportunities (e.g., identify necessary stakeholders, develop communication plan, create value statement)
• Attracts potential customers by making phone calls or using other means of communication to pursue bids, obtain referrals, and promote the services of SSR
• Coordinates with the marketing department in the development and production of proposals
• Generates technical responses to be used within qualification proposal.
• Generates service line detailed proposals and coordinates with the Federal Market with regard to the proper format and structure for a specific client.
• Updates Client Relationship Management database and Service Line Director on current opportunities
• Performs resource management duties for the regional department such as utilization and allocation
• Schedules work, communicates schedule information to the project team, and monitors manpower requirements
• Assures building enclosure services are commensurate with professional standards, client requirements, and corporate objectives.
• Oversees and guides the project team in carrying out tasks
• Assists with training, mentoring, and hiring
• Responsible for the technical quality of work performed within the team
• Reviews unusual or complex problems and provides guidance for their solution
• Resolves disputes and conflicts that develop within the team, working on process improvement to alleviate future disputes • Communicates and interacts with clients and vendors
• Completes the project scope and requirements with the client and other stakeholders and communicates scope and requirements to the project team
• Prepares commissioning plans, which are made up of pre-functional checklists, functional performance tests, and project training matrix, from contract documents
• Performs project job site visits during construction to complete functional testing and installation checks in order to observe and learn about conformance to design specifications and owner expectations
• Works with the marketing team to create capabilities presentations.
• Performs Capabilities Presentations • Attends meetings with owners, clients, and architects; facilitates communication between clients and the project team; and documents important issues
• Oversees the profitability of the project by negotiating fees and contracts as may be appropriate, participating in the budgeting process, ensuring that invoices are accurate and delivered in a timely manner, as well as monitoring and controlling accounts receivable
• Performs condition surveys and failure investigation of existing buildings related to building enclosure air and moisture leakage
• Designs repairs to correct the root cause of building enclosure issues
• Coordinates and directs building enclosure testing
• Acts as a technical expert in the field to support building enclosure activities, demonstrate competence to customers, and develop strategic plans for the building enclosure team.
• Actively participates in professional organizations and relevant events where the technical reputation and image of the firm may be enhanced; examples of active participation include speaking at conferences and publishing articles
• Engages in self-education and training in order to keep up with current industry trends and changes
• Active member in a volunteer leadership position on a Post Level or National Level Board of Direction with the Society of American Military Engineers.
KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:
KNOWLEDGE
• Knowledge of Federal Acquisition as it relates to AEC
• Knowledge of Microsoft Office (i.e., Word, Excel, PowerPoint, and Outlook) software
• Knowledge of the development of SSR work products and execution of processes
• Knowledge of project approach and systems design

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in Engineering or similar
• Registered Professional Engineer or Licensed Architect
• 12 years of experience; experience in commissioning preferred
• Preferred 10 years of experience managing and executing building enclosure services in the federal market
• Knowledge of federal acquisition process and procedures for Architectural, Engineering, and Construction services along with contract vehicles including partnership requirements
