Business Analyst
Summary This position is located with Bonneville Power Administration (BPA), in the Energy Efficiency (PE) organization in Power Services (P). A successful candidate in the Business Analyst position will be responsible for leading PE's analytical functions relating to data associated with Energy Efficiency program results, implementation metrics, high level indicators, metrics and measures that track program performance. Responsibilities As a Business Analyst, you will: Develop and implement a plan to maintain large data sets managed in the BPA Energy Efficiency Tracking System (BEETS) and related databases and analytical tools. Collect, analyze, cross-reference, and assemble electronic data, statistics, records, and files from diverse sources (including government and corporate databases), for the purpose of identifying anomalies, false positives, interrelationships, trends, or patterns. Participate in the identification, design, development and implementation of more efficient methods to track, report and evaluate energy conservation acquisitions and services through development and implementation of new policies and processes. Lead or participate in project teams, collaborating with peers in application development, and business intelligence for software upgrades, enhancements, and new functionality implementation, and process improvements. Prepare interim and comprehensive final data analytic reports for Energy Efficiency leadership, managers, subject matter experts and business and systems management and staff in accordance with BPA policies and procedures. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: Experience 1) managing and analyzing large data sets to provide business intelligence and meet business objectives, 2) managing the implementation of strategic improvements to information technology systems necessary for day-to-day activities, and 3) providing guidance or advice on new or enhanced approaches in the delivery of services. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There are no specific education requirements or substitution of education for experience for this position.
